Valdefuentes del Páramo aprueba ayuda de 500 euros por nacimiento

The City Council of Valdefuentes del Páramo has definitively approved the modification of its Regulatory Ordinance for Birth Assistance, which establishes a one-time payment of €500.00 for each birth or adoption. The decision, adopted by the municipal Plenary, is published in the Official Gazette of the Province of León, number 176, dated September 15, 2026, with the official reference BOP-LE-2026-176012.

Since no claims were filed during the public exhibition period, opened following the announcement in the BOP of León number 150, dated August 10, 2026, the plenary agreement for initial approval, dated August 3, 2026, has been automatically elevated to definitive. The full text is made public in compliance with article 70.2 of Law 7/1985, of April 2, on the Bases of Local Government, and is signed by the mayor, José Luis Martínez Valderrey.

Beneficiaries and requirements

Parents—married, domestic partners, or single-parent families—and adopters of children up to 6 years old may access the aid. To recognize the right to the subsidy, compliance with several requirements is demanded:

  • That the newborn be registered on the municipal census (empadronado) for the first time in the municipality, at the residence of the parents or adopters.
  • That at least one of the beneficiaries resides and is registered in Valdefuentes del Páramo effectively for at least 3 consecutive years prior to the birth or adoption.
  • The commitment to maintain the census registration for at least four years following the birth.
  • Being Spanish or a foreigner with legal residence in Spain, in accordance with Organic Law 4/2000.
  • Being up to date with the payment of municipal taxes and other public law revenues.

Persons totally or partially deprived of parental authority over their children, as well as those who fall under the prohibitions of article 13 of Law 38/2003, of November 17, General Subsidies Law, may not be beneficiaries. Only one application per minor will be admitted.

Amount and procedure

Each birth or adoption will result in aid of €500.00 as a one-time payment. In the case of multiple births or adoptions, 100% shall be granted for each child. The City Council, in view of the resulting figures and following a budgetary modification, may increase or decrease the global amount and the quantity to be granted to each beneficiary.

Applications shall be submitted to the General Registry of the City Council, via the electronic office, or by any of the means specified in article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure. The submission period is three months from the birth or, in the case of adoption, from the day following its registration in the family book.

The required documentation includes:

  • Certified photocopy of the beneficiary’s DNI or residence card.
  • Certified photocopy of the Family Book (or court ruling in case of separation, annulment, or divorce, and administrative or judicial resolution in case of adoption).
  • Certificate of census registration (empadronamiento) proving effective residence during the last 3 years.
  • Declaration of not being subject to the prohibitions of article 13 of Law 38/2003.
  • Birth certificate from the Civil Registry or a copy of the judicial adoption resolution.
  • Bank current account where the payment will be made.

If the application is found to be incomplete, the interested party will be required to remedy the deficiencies within 10 days, under notice of withdrawal. Once the documentation is completed, the Mayor’s Office will resolve the file by approving the individualized amounts and the payment period.

The grants shall be compatible with those that may be obtained from official bodies of the State, the Autonomous Community, or the Province. Any detected falsehood will result in the non-recognition of the grant or, where appropriate, the return of the same with legal interest, without prejudice to any applicable administrative, civil, or criminal liabilities. For matters not regulated, the General Subsidies Law 38/2003, of November 17, and Royal Decree 887/2006, of July 21, which approves its Regulation, shall apply.

The measure is part of the municipality’s strategy to stabilize the population and reverse demographic decline, offering a direct economic incentive to families who choose Valdefuentes del Páramo to raise their children. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months of its publication.
