Government Decision Published in the Official Gazette
The Cabinet of Ministers announced Cabinet of Ministers Order No. 623 “On the Provision of Humanitarian Aid to Ukraine” in the official gazette Latvijas Vēstnesis (No. 196, OP 2026/196) on October 12, 2026. The announcement is included in the “CONSTITUTIONAL INSTITUTIONS” section of the publication under the heading Cabinet of Ministers as item 29. With this order, the government confirms further support for the war-torn country.
One of Three Ukraine-Related Decisions in a Single Issue
Two other government decisions related to support for Ukraine were published in the same issue of October 12, 2026:
- Cabinet of Ministers Order No. 620 “On the Transfer of State-Owned Vehicles to Ukraine Free of Charge” (item 26).
- Cabinet of Ministers Order No. 627 “On the Transfer of State Movable Property to Ukraine Free of Charge” (item 31).
The publication also lists the Cabinet of Ministers extraordinary meeting minutes No. 56 and the Cabinet of Ministers meeting minutes No. 57, which are the official documents of the government meetings for the respective week.
Support Practice Continues Since August
Decisions on humanitarian aid and material support for Ukraine have been published regularly in Latvijas Vēstnesis in previous months as well:
- August 27, 2026 (No. 164) — Cabinet of Ministers Order No. 517 “On the Provision of Humanitarian Aid to Ukraine”.
- September 11, 2026 (No. 175) — Cabinet of Ministers Order No. 529 “On the Transfer of State-Owned Vehicles to Ukraine Free of Charge”.
- September 24, 2026 (No. 184) — Cabinet of Ministers Order No. 567 “On the Transfer of State Movable Property to Ukraine Free of Charge”.
- October 6, 2026 (No. 192) — Cabinet of Ministers Orders No. 602 and No. 606 regarding the reallocation of appropriations from the budget resource “74. Funding to be redistributed in the annual state budget execution process” program 17.00.00 “Funding for the implementation of measures specified in the Law on Support for the Civil Population of Ukraine”.
Funding Source and Legal Framework
The reallocation of appropriations for Ukraine support measures takes place from the state budget program 17.00.00 “Funding for the implementation of measures specified in the Law on Support for the Civil Population of Ukraine”. This same program is also mentioned in the August 20, 2026 issue (No. 159), where funding was reallocated to the budget of the Ministry of Health via Cabinet of Ministers Order No. 496. This indicates that support is implemented both as the transfer of material and property, and as the reallocation of budget funds between sectors.
Decision-Making Procedure
Orders are issued at the Cabinet of Ministers meeting and subsequently published in the official publication, where they acquire public force. Each decision in the publication is identifiable by its number, title, and issuing authority, allowing it to be verified later. The number of orders related to Ukraine published in a single edition indicates the coordinated involvement of several sectors — transport, state property, and civilian support.
Similar instrument for other countries
The same order instrument is also used in relation to other countries: the September 11, 2026 edition (No. 175) published Cabinet of Ministers Order No. 543 “On the provision of humanitarian aid to the Federal Democratic Republic of Nepal”. This shows that the provision of humanitarian aid is a permanent area of government activity, rather than an isolated incident.
Significance for readers
Cabinet of Ministers Order No. 623 is official confirmation that the Latvian state continues to support Ukraine in the autumn of 2026. The publication of the decision in Latvijas Vēstnesis gives residents and companies the opportunity to verify government commitments in an official source, while the order number and title serve as a reference point for further monitoring of the decision’s implementation.
