Utrera approves the Detailed Study that increases the number of homes in block M-22 to 131

Utrera aprueba el Estudio de Detalle que eleva a 131 viviendas la manzana M-22

The Most Excellent Plenary Council of Utrera, in an ordinary session held on July 30, 2026, definitively approved the Detailed Study of Blocks M-12, M-13, and M-22 of the Partial Plan for Sector SUP-9 of Utrera. The agreement is made public in the Official Gazette of the Province of Seville, number 180, dated September 16, 2026, with reference BOP-SE-2026-180017.

The document, drafted by the architect Mr. Rafael del Castillo Sánchez-Apellaniz, was registered upon entry on April 25, 2023, under number 2023/18272, and has already been deposited in the Municipal Registry of Urban Planning Instruments, registered in the Urban Planning Instruments Section 1, Subsection 1, under Registry number 104.

A transfer of 13 dwellings to block M-22

The main objective of the Detailed Study is to reorganize the distribution of dwellings among the three blocks of the sector, concentrating building capacity in M-22:

  • 7 dwelling units are transferred from Block M-12 to Block M-22.
  • 6 dwellings are transferred from Block M-13 to Block M-22.
  • Block M-22 increases from a maximum number of 118 to 131 dwellings.

Arrangement of volumes and setbacks

In addition to the transfer of dwellings, the instrument regulates the buildable volumes in Blocks M-12 and M-13, with two technical determinations:

  • A minimum mandatory setback from the front boundary of 1.40 meters is established.
  • It is stipulated that, in the event of grouping dwellings, these must be built through a unitary project.

The publication is carried out in accordance with Article 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Article 83 of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia. Against the resolution, which ends the administrative process, the following may be filed:

  • Optional appeal for reversal, within a period of one month from the day following the notification or publication, before the body that issued it (Articles 123 and 124 of Law 39/2015).
  • Contentious-administrative appeal before the Chamber of the High Court of Justice of Andalusia in Seville, within a period of two months (Article 46 of Law 29/1998).

The announcement is signed by the General Secretary of the City Council, Mr. Juan Borrego López, and the file was processed under the reference Detailed Study 008923000002. The technical document can be consulted through the electronic office of the Utrera City Council.

The final approval of this Detailed Study has a direct impact on the urban development of Sector SUP-9, by increasing the density of Block M-22 and reorganizing the volumes of the adjacent blocks, which affects both the planned buildability and the neighborhood environment of the area. Interested parties now have the legal deadlines to appeal the agreement if they consider their rights to have been violated.
