Un subside fédéral de 50 000 euros contre les nouvelles substances psychoactives

The Belgian Official Gazette (Moniteur belge) of September 29, 2026, publishes a royal decree of August 27, 2026, granting a subsidy of 50,000 euros to the United Nations Office on Drugs and Crime (UNODC). The text, referenced C − 2026/006887 and published on page 52217, finances a project to strengthen the capacities of Belgian authorities in facing new psychoactive substances and dangerous substances contained in vapes and related products. It is signed by King Philippe and countersigned by the Minister of Public Health, Frank Vandenbroucke.

The decree is based on the law containing the general expenditure budget for the 2026 budget year, the royal decree of May 31, 1933, regarding declarations to be made concerning subsidies, indemnities, and allowances, as well as Articles 121 to 124 of the law of May 22, 2003, on the organization of the budget and accounting of the Federal State. The Inspector of Finance issued a favorable opinion on July 17, 2026. The project proposal had been submitted to the Federal Minister of Public Health on April 3, 2026.

A project led by the INCB

The subsidy is intended to finance the implementation, by the International Narcotics Control Board (INCB), of the project entitled “Expanding Capacity Building Among Regulatory Officers in Belgium to Counter Emerging NPS and Dangerous Substances in Vapes and Related Products”. The stated objective is to strengthen Belgian regulatory officers responsible for detecting and managing new psychoactive substances, designated by the abbreviation NPS, as well as dangerous substances present in vapes and similar products.

The mechanism is part of the departmental budget of the FPS Public Health, Food Chain Safety and Environment, under the basic allocation AB 51 42 35 40 02 for the 2026 financial year.

A limited but targeted budgetary and health scope

For readers, the decree officializes a federal commitment of 50,000 euros for the 2026 financial year, fully traced: a single beneficiary, a single account, a single installment, and two reporting deadlines. The text places the fight against new psychoactive substances and vaping products within the field of multilateral cooperation, entrusting execution to the INCB and subjecting the expenditure to the budgetary and accounting control of the federal state.
