A royal decree allocates 124,000 euros among eight Defense non-profit organizations
Por FactBox Admin

A royal decree of October 21, 2026 allocates 124,000 euros in subsidies among eight non-profit associations linked to Defense. Published in the Belgian Official Gazette on October 26, 2026 (p. 57498), under reference C − 2026/007890, the text is signed by King Philippe and countersigned by the Minister of Defense T. Francken.
An envelope included in the 2026 budget
The decree is based on the law of March 23, 2026 containing the general expenditure budget for the 2026 budget year, which provides for subsidies to various associations under basic allocation 50-92-33.00.01 of Section 16. The credits are distributed “to cover their operating expenses,” as specified in Article 1.
The file was processed following requests from the associations concerned, submitted between February 5 and June 4, 2026, and after the opinion of the Finance Inspectorate issued on June 16 and July 15, 2026. The text is published in Dutch and French versions, with each beneficiary designated in both languages.
Eight beneficiaries, from 1,000 to 77,000 euros
The distribution is highly concentrated: two reserve associations share 42,000 euros, while five museums and bands receive only a symbolic amount.
- 77,000 euros to the non-profit Royal Belgian Naval Cadet Corps (request of April 14, 2026);
- 21,000 euros to the non-profit Royal National Union of Reserve Officers of Belgium (April 13, 2026);
- 21,000 euros to the non-profit Royal National Union of Reserve Non-Commissioned Officers of Belgium (April 7, 2026);
- 1,000 euros to the non-profit Les Amis de la Musique Royale des Guides (February 5, 2026);
- 1,000 euros to the non-profit Belgian Air Force Royal Symphonic Band Association (June 4, 2026);
- 1,000 euros to the non-profit Tank Museum (May 18, 2026);
- 1,000 euros to the non-profit Brussels Air Museum Fund (April 12, 2026);
- 1,000 euros to the non-profit Les Amis de la Section Marine du Musée Royal de l’Armée et d’Histoire militaire (May 20, 2026).
The total of the eight amounts corresponds exactly to the announced envelope of 124,000 euros.
Supporting documents required before April 15, 2027
Article 2 makes the maintenance of the subsidy conditional upon the production of accounts and justifications of expenses. The non-profits must present them “at the request of the Minister of Defense, before April 15, 2027.” The deadline therefore runs for nearly six months after publication in the Belgian Official Gazette.
Article 3 specifies the payment method: the liquidation of the subsidy will be “executed in a single installment, payable after the signature of this decree.” No scheduling or conditional installments are planned, unlike other subsidy regimes where payments are linked to the submission of interim reports.
Article 4 entrusts the execution of the text to the minister responsible for Defense. The decree is dated October 21, 2026, five days before its publication.
Annual renewal under budgetary control
The mechanism renews recurring support from the federal state to the military associative fabric: sea cadets, reserve officer and non-commissioned officer unions, museums, and military bands. For these structures, which are often small and dependent on volunteers, the 1,000 euros granted to the latter five cover current operating costs, while the 77,000 euros paid to the Sea Cadets represent the bulk of the envelope.
The practical impact is twofold: beneficiaries now know the exact amount they will have available for the 2026 financial year, and the Minister of Defense has a firm deadline, April 15, 2027, to verify the use of the funds. Any failure to provide justification exposes the association concerned to an audit of the use of the subsidy.
