German Environment Agency confirms tested emission measurement equipment for plant operators

The German Environment Agency (Umweltbundesamt) has confirmed the suitability of tested measuring and data acquisition systems for the continuous monitoring of emissions and immissions. The announcement regarding the federal uniform practice for the monitoring of emissions and immissions dated July 23, 2026, was published in the Federal Gazette (Bundesanzeiger) on September 3, 2026. The supreme immission control authorities of the states have reviewed the results of the suitability tests and have reached a positive overall judgment.
The publication is made with reference to number 3 of the Guideline on the Federal Uniform Practice for the Monitoring of Emissions – Circular of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) – AG C I 2 - 5025/001-2023.0001 (GMBl 2023, p. 926). It is addressed to operators of plants requiring a permit who must use certified measuring technology.
Confirmed Emission Measuring Systems
The first part of the announcement confirms two systems for the continuous monitoring of emissions:
- Solar Cemnex for total carbon, manufacturer Signal Group Ltd, Camberley, United Kingdom. Suitable for plants under the 13th, 17th, 30th, and 44th BImSchV, the TA Luft, as well as the 27th BImSchV. Test report by TÜV SÜD Industrie Service GmbH, Munich, No. 3448437_V2 dated October 10, 2025.
- ACF5000 LCS as a multi-component measuring system for CO, NO, NO₂, NOx, SO₂, HCl, HF, NH₃, CH₂O, N₂O, CH₄, H₂O, total C, CO₂, and O₂, manufacturer ABB AG, Frankfurt am Main. Suitable for plants under the 13th, 17th, 27th, 30th, and 44th BImSchV as well as the TA Luft. Test report by TÜV Rheinland Energy & Environment GmbH, Cologne, No. EuL/21269395/B dated February 20, 2026.
Special notes apply to the ACF5000 LCS, such as moist test gases for HF, HCl, NH₃, and CH₂O, a maintenance interval of three months, and a permissible temperature range of 5 to 45 °C. The data for total C are based on test report 936/21219814/E by TÜV Rheinland Energy GmbH dated March 10, 2017.
Confirmed Immission Measuring System
The second part announces the suitability of a sampling device for particulate matter:
- AITHER PMS for particulate matter PM2.5 or PM10, manufacturer MEGA SYSTEM s.r.l., Bareggio (MI), Italy. Gravimetric determination according to DIN EN 12341 (2023). Test report by TÜV Rheinland Energy & Environment GmbH, Cologne, No. EuL/21262089/A dated February 20, 2026.
The suitability is announced on behalf of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety with reference to number 3.2 of the announcement on the implementation of Directive 2008/50/EC on air quality. The test report can be viewed on the internet at www.qal1.de.
Notices regarding Software and Components
The third part comprises 61 notifications regarding federal uniform practice. These concern revised software versions, changed manufacturer locations, and alternative components of existing measuring equipment. For example, the software of the ABB AG emissions calculator CEM-DAS has been revised, and Endress+Hauser SICK GmbH+Co.KG reports new versions for its DUSTHUNTER series. Additionally, Thermo Fisher Scientific devices Model 42i to 49i now comply with the updated standards DIN EN 14211, DIN EN 14212, EN 14626, and DIN EN 14625.
The announcement was signed in Dessau-Roßlau on July 23, 2026, on behalf of the Federal Environment Agency by Dr. Marcel Langner (file reference II 4.1 – 50526 – 2/00005). For operators of plants requiring a permit, the publication is a binding basis for using certified measuring technology in compliance with the law and fulfilling monitoring obligations according to BImSchV and TA Luft.
