Umbrete delegates the authorization of three civil marriages to councilors

The Umbrete City Council (Seville) has delegated to several councilors the authorization of three civil marriages to be held between July and September 2026. The decision is published in the Official Gazette of the Province of Seville number 169, dated September 1, 2026, through two announcements from the Mayor’s Office that contain the delegation resolutions.

The delegation is based on Law 35/1994, of December 23, and the Instruction of January 26, 1995, from the General Directorate of Registries and Notaries, which regulate the authorization of civil marriage by councilors. The announcements, signed by the Mayor’s Office, detail for each union the file, the Mayor’s resolution, the contracting parties, the designated councilor, and the date of the ceremony.

Delegations and scheduled unions

The first announcement, signed by the legal acting mayor José García Guerrero, includes two delegations:

  • File 2026/PES_02/000911, resolution 1474/2026, of August 26: David Muñoz Rodríguez and Rocío Isabel María Delgado Barragán Ostos, councilor Correa, union on September 4, 2026.
  • File 2026/PES_02/001496, resolution 1344/2026, of July 31: José Torre Álvaro and Natalia González Murillo, councilor José García Guerrero, union on July 31, 2026.

The second announcement, signed by Mayor José Llorente Prieto, incorporates one more delegation:

  • File 2026/PES_02/001142, resolution 1322/2026, of July 28: José Manuel Rodríguez García and Claudia Rocío Llorente Martín, councilor Martín Rodríguez, union on August 7, 2026.

The delegations conferred by the Mayor’s resolutions require, for their effectiveness, the acceptance of the delegated body, which is understood to be granted tacitly if no express manifestation of rejection is filed with the Mayor’s Office. This is established by Article 114 of the Regulation of Organization, Operation and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

Appeals and deadlines

Against these acts, which are final and exhaust administrative remedies, an optional appeal for reversal may be filed before the same body that issued them. After one month without an express resolution, it will be understood as dismissed by administrative silence, and the contentious-administrative route will be open, with a period of two months to appeal before the Contentious-Administrative Court or the Contentious-Administrative Chamber of the High Court of Justice based in Seville.

The delegation of the authorization of civil marriages to councilors streamlines the operation of the municipal civil registry and brings the celebration of unions closer to the town itself, avoiding travel. With three ceremonies already scheduled between July and September, the Umbrete City Council consolidates a procedure that reduces the workload of the Mayor’s Office and gives councilors a leading role in a process of great symbolic value for the residents.
