Ulldecona approves the ordinance on parking reservations for reduced mobility.

The Ulldecona City Council has definitively approved the regulatory ordinance for special parking and passage-to-property reserves for persons with reduced mobility. The text, initially approved by the Municipal Plenary on 4 May 2026, has been published in the Official Gazette of the Province of Tarragona of 12 August 2026 (CVE 2026-07460) and will enter into force on the day after publication.

Once the public exhibition period had elapsed without any claims being submitted, the agreement became final in accordance with article 17.3 of Law 39/1988, of 28 December, regulating local finances. The full text is published in application of articles 49 and 70.2 of Law 7/1985, of 2 April, regulating the bases of local government, and of article 66 of Decree 179/1995, of 13 June, approving the Regulation on works, activities and services of local entities. The processing corresponds to file 4315670005-2025-0001969.

The preamble of the regulation justifies its approval by the existing regulatory gap in the regulation of these reserves and by the considerable increase in the issuance of parking cards for people with reduced mobility, with the aim of making their legitimate use compatible with the other uses of public space.

Requirements for obtaining a reserved space

The ordinance, which distinguishes between reserves for public use, reserves for private use at the request of individuals, and free passage reserves to properties, establishes who may request a space in front of their home:

  • Holders of the parking card in driver mode, registered in Ulldecona, with a disability greater than 70% and without a parking space owned or rented near their home.
  • Non-driver holders, registered and minors or with a disability greater than 70%, with the same parking space requirements.
  • Free passage reserves to properties for persons with a disability equal to or greater than 65%, when the width of the pavement is less than 0.90 metres in accordance with the Catalonia Accessibility Code; the signposted area, 1.20 x 1.50 metres, is prohibited to all vehicles.

The documentation to be submitted includes the ID card or residence permit, the parking card, the vehicle registration plate and a responsible declaration that the family unit does not have a space owned or rented.

Duration, renewal and revocation

The authorisations are granted for a period of four years and must be renewed at least two months before the end date. If the renewal application is not submitted, the interested party is considered to have renounced it and the revocation procedures are initiated. The authorisation includes a plan of the reserved area and a distinctive municipal card with the registration number and the street, which must be placed visibly on the windscreen.

Article 9 of the ordinance provides for revocation in the following cases:

  • The expiry of the term for which it was granted.
  • Revocation due to sanction.
  • Express waiver by the holder.
  • Death of the holder.
  • Modification of the circumstances that allowed the authorization.
  • Non-use of the reservation for more than three months.
  • Failure to pay the derived fees.

Taxes and sanctioning regime

For the installation of the private-use reservation, the holder must pay the fee set by the corresponding Municipal Tax Ordinance, while the free reservation of passage to property does not entail any payment.

The improper use of the card or reservation, the use of the card by a person other than the holder or without their presence, and parking in these spaces without being entitled to do so are considered infractions. Sanctions range between 150 and 300 euros, repeat offending leads to revocation of the reservation, and improper parking is sanctioned in accordance with article 94.2 of the General Traffic Regulations.

The regulation, signed by the mayor Núria Ventura i Brusca, provides for a transitional period of one year to adapt the reservations already installed in the municipality and will apply to new applications from its entry into force. An administrative contentious appeal may be filed against the agreement before the Administrative Contentious Chamber of the High Court of Justice of Catalonia within two months. With this ordinance, Ulldecona provides legal certainty to spaces that are essential for the autonomy of people with disabilities in the municipality.
