UEx and ANECA sign management agreement to evaluate teaching staff

The University of Extremadura has commissioned the National Agency for Quality Assessment and Accreditation (ANECA) to assess the individual research and teaching merits of its teaching and research staff. The resolution was signed on 10 August 2026 by the Rector, Pedro M. Fernández Salguero, and was published in the Official Gazette of Extremadura (DOE), number 158, of Monday 17 August 2026, under reference DOE-26062144.

The agreement responds to the need of the university of Extremadura to have an external evaluation body, given that the Autonomous Community of Extremadura does not have its own. The agreement was approved by the Governing Council of the UEx at its session of 29 June 2026, under Articles 76.3 and 87.2 of Organic Law 2/2023, of 22 March, on the University System.

Regulatory framework and purpose of the evaluation

Current regulations allow the Autonomous Communities to establish additional remuneration for university teaching staff linked to individual merits for the exercise of three activities: teaching, research, and knowledge transfer and exchange and innovation. The Social Council of the university, at the proposal of its Governing Council, may agree on the singular and individual allocation of these supplements.

In the case of Extremadura, these supplements are regulated by Decree 203/2013, of 29 October, published in the DOE on 4 November 2013. According to this regulation, the Social Council must approve and publish, in the first quarter of each year, an annual call for evaluations, the resolution of which is published by means of a Rector’s Resolution in the Official Gazette of Extremadura.

ANECA’s obligations: deadlines and criteria

ANECA undertakes to evaluate the applications it receives from the UEx within the framework of each annual call, applying the criteria and procedure established by the university itself. Evaluation reports must be issued within a maximum period of five months from receipt of the documentation, although the month of August is considered non-working for these purposes.

Each report must indicate the tranche obtained and the period evaluated. In the case of teaching evaluations, it must also indicate the score achieved. The documents will be submitted individually in PDF format, following a specific nomenclature based on the ID number and surnames of the person evaluated.

Financial compensation and data protection

The UEx will assume the costs arising from the evaluations, charged to the budget item of the Social Council (organisational unit 18.60). ANECA will issue a statement of expenses for each call. The fees of the evaluators are set at the following amounts:

• 250 euros for the coordinating specialist
• 200 euros for the remaining specialists
• 20 euros for each application evaluated

The agreement includes a chapter dedicated to the protection of personal data, in accordance with the GDPR and Organic Law 3/2018, of 5 December. ANECA will act as data processor, with the obligation to process the data exclusively for the purpose of evaluation and to delete copies once the reports are completed, unless there is a legal obligation to retain them.

Validity and appeals

The assignment shall be valid for two years from the date of signature and may be extended by mutual agreement of the parties. Grounds for termination include the creation by regional law of an own external evaluation body.

The rector’s resolution, which exhausts the administrative route, may be appealed through administrative litigation before the competent court within two months of publication. Likewise, optionally, an appeal for reconsideration may be filed before the same body within one month, in accordance with Articles 123 and 124 of Law 39/2015, of 1 October, on the Common Administrative Procedure.
