Uceda urgently calls for an administrative assistant for the Secretariat-Intervention

The Uceda City Council has published in the Official Gazette of the Province of Guadalajara (no. 173, dated September 10, 2026) the guidelines for the temporary, urgent hiring of an Administrative Assistant for the Secretariat-Intervention. Selection will be carried out through a merit-based competition, and applications may be submitted within a period of 5 business days from the publication of the call.

The position is to replace the holder of position no. 4 of the RPT (Personnel Template), who is currently on voluntary leave, for as long as their right to job reservation persists. The announcement, signed by Mayor Domingo Canfran Ajo on September 4, 2026, responds to an urgent and unavoidable need to ensure the continuity of the council’s administrative and accounting tasks.

Object and contract conditions

The modality will be a fixed-term contract for the substitution of a worker with a right to job reservation, in accordance with article 15.3 of the consolidated text of the Workers’ Statute Law. This is a temporary full-time employment contract of 35 hours per week, with a schedule set by the Mayor’s Office according to service needs.

  • Location: Uceda City Council, primarily in the Secretariat-Intervention offices.
  • Remuneration: corresponding to Group C1 and the position, according to current salary tables.
  • Duration: as long as the cause for substitution and the right of reservation persist, expiring upon the reinstatement of the substituted person.

The duties to be performed include relations with public administrations and official bodies, management with the municipal collection service, technical assistance for accounting, the publication of announcements on the State procurement platform and the electronic office, as well as the operational management of the municipal treasury.

Requirements and selection system

Applicants must have the capacity to be hired, Spanish nationality, be at least 16 years old, and hold a Bachillerato (High School) degree or equivalent. Accreditable knowledge of user computing and office tools is also required, as well as a B1 driver’s license and own car; a higher degree in the economic-financial area and experience in public administration, accounting, and finance will be especially valued.

The maximum score will be 10 points, distributed as follows:

  • Professional experience related to the position: up to 5 points (0.50 per month as a Secretariat-Intervention administrative officer; 0.25 per month as an assistant or administrative officer in any administration; 0.15 per month in the private sector).
  • Accredited complementary training: up to 3 points, depending on the duration of the courses (from 20 to 49 hours, 0.25 points; 500 hours or more, 3 points).
  • Other merits for related higher education degrees: up to 1 point.
  • Personal interview: up to 1 point.

In the event of a tie, priority will be given to the highest score in specific experience in public administration accounting, followed by training in accounting and budget management and, if the tie persists, it will be resolved by public draw.

Submission and tribunal

Applications shall be submitted to the General Registry of the Uceda City Council, via its electronic headquarters, or through any of the means specified in article 16.4 of Law 39/2015, within 5 business days starting from the day following the publication in the BOP. The call for applications will also be published on the notice board and on the municipal website.

Mandatory documentation includes the application in the formalized model, a photocopy of the DNI/NIE, driver’s license and commitment of vehicle availability, academic degree, curriculum vitae, employment history, and accreditation of the alleged merits. The qualifying tribunal, designated by Mayoral Resolution, will be presided over by the Municipal Secretary, with a workers’ representative, an employee in an administrative position, and the Personnel Coordinator as secretary-member.

Once the process is completed, the list of applicants will be published in order of score, and the highest-rated person will be proposed for hiring. The remaining applicants who meet the requirements will form a reserve list linked to the substitution, in order of score, to address resignations, leaves, or other incidents during the validity of the cause for substitution.

The call for applications, which exhausts administrative remedies, may be optionally appealed for reversal before the Mayor’s Office within one month or directly before the Contentious-Administrative Court within two months. The speed of the procedure and the reserve list ensure that the Uceda City Council can immediately and orderly fill a key position for the administrative and accounting functioning of the municipality.
