TSJA designa jueza de paz titular y sustituta en El Palmar de Troya

The Governing Chamber of the High Court of Justice of Andalusia has appointed Lucía Cegarra Bermúdez as the titular justice of the peace and Carmen Galindo Rodríguez as the substitute justice of the peace of El Palmar de Troya (Seville), both positions belonging to the judicial district of Utrera. The agreement was adopted in the session of October 20, 2026, and is published in the Official Gazette of the Province of Seville number 209, dated October 28, 2026, through two edicts from the Government Secretariat with references BOP-SE-2026-209047 (page 248) and BOP-SE-2026-209048 (page 249).

The appointment comes via the edict of mandatory insertion in the provincial gazette, which is the channel through which the Government Secretariat of the Andalusian high court communicates local judicial positions to the municipalities. The two announcements share the same structure and agreement date: they were issued in Granada on October 26, 2026, and bear the signature of the Government Secretary, Pedro Jesús Campoy López.

Agreement of the Governing Chamber

The published text is identical in the operative part of both edicts: “by Agreement of the Governing Chamber of this High Court of Justice, in the session held on 10/20/2026, the individuals indicated have been appointed to perform the positions expressed below,” with explicit mention of the judicial district of Utrera as the framework of jurisdiction.

Under that heading, each edict identifies a single position:

  • Lucía Cegarra Bermúdez, titular justice of the peace of El Palmar de Troya (reference BOP-SE-2026-209047).
  • Carmen Galindo Rodríguez, substitute justice of the peace of El Palmar de Troya (reference BOP-SE-2026-209048).

The publication is recorded with the formula “insert in the BOP,” which makes the provincial gazette the instrument for official publicity and the calculation of deadlines vis-à-vis third parties.

Full coverage of the justice of the peace court

The double appointment covers the two positions available in a municipal justice of the peace court: the titular position and the substitution in case of absence, vacancy, or impossibility of the person holding the primary office. The edict does not detail the dedication regime or the date of taking office, details which do not appear in the published agreement.

The municipality is thus integrated into the judicial structure of the judicial district of Utrera, upon which it organically depends for the provision of local services. Justice of the peace courts assume functions of the civil registry, summons, conciliation acts in minor claims, and assistance to the judicial bodies of the district.

Deadlines and means of appeal

Both edicts incorporate the same procedural footer: an administrative appeal (recurso de alzada) before the General Council of the Judiciary may be filed against the agreement of the Governing Chamber within a period of one month, “counted from date to date from the notification, or publication in the corresponding Official Gazette of the Province.”

The count is therefore activated by the insertion in the Official Gazette of the Province of Seville number 209, dated October 28, 2026, and extends until the same day of the following month. The deadline applies both to the interested parties and to anyone else who considers that the appointment does not comply with what was agreed upon by the Governing Chamber in its session on October 20.

The relevance of the announcement is twofold: for the residents of El Palmar de Troya, because it resolves who heads the justice of the peace court and who substitutes them, and for the administration of justice in the province, because it completes the coverage of the proximity bodies of the judicial district of Utrera in a publication that formally establishes the deadlines for challenge.
