Troisième répartition de 15,4 millions d'euros pour sécurité et retour

King Philippe signed, on September 17, 2026, a royal decree concerning the third allocation of the provisional credit entered in program 06-90-1, published in the Belgian Official Gazette (Moniteur belge) of October 5, 2026, under reference C − 2026/007012 (p. 52902). The act withdraws 15,418,367 euros in commitment appropriations and 15,418,367 euros in payment appropriations for the reinforcement of security services and the return policy. It entered into force on September 22, 2026.

The mechanism is based on the law of March 23, 2026, containing the General Expenditure Budget for the 2026 budget year, as amended by the law of June 28, 2026, concerning the first adjustment, and more specifically on its article 2.06.2. The provisional credit concerned is entered under basic allocation 90.10.01.00.10 of program 06-90-1. The Minister of the Budget, V. Van Peteghem, is responsible for the execution of the decree, which was issued following the opinion of the Finance Inspector of September 11, 2026.

A provision of over half a billion euros

Program 06-90-1 carries a commitment appropriation of 509,681,000 euros and a payment appropriation of 545,642,000 euros intended to cover the expenses for the reinforcement of security services and the return policy. The third allocation therefore mobilizes slightly more than 15 million.

The recitals trace the genesis of the envelope:

  • Council of Ministers of February 14, 2025: provision providing for higher structural funding to ensure the optimal functioning of security services;
  • Council of Ministers of April 11, 2025: approval of the new allocation for the reinforcement of security services and the return policy;
  • Council of Ministers of July 18, 2025: approval of the global structural action plan to combat prison overcrowding and the breakdown of the corresponding means within the interdepartmental provision;
  • Council of Ministers of December 12, 2025: carry-over of the balance of the 2025 interdepartmental provision to the year 2026.

A third step in a mapped-out budgetary calendar

The text constitutes the third allocation of this provisional credit for the 2026 financial year. The amounts shown in the table are attached to the credits planned for the 2026 budget year for the relevant programs and basic allocations, making them directly available to the beneficiary departments.

The decree was issued in Brussels on September 17, 2026, and signed by King Philippe; it also bears the signature of the Minister of Budget, V. Van Peteghem.

For readers, this allocation establishes the funding key for three sensitive projects: the fight against prison overcrowding on the Justice side, the operation of internal security services, and the return policy. The amounts, now attached to the relevant basic allocations, directly feed the police, judicial, and migration budgets for the 2026 financial year.
