Trillo makes the garbage tax increase for 2027 definitive

The Trillo City Council has made final the agreement to modify the imposition and organization of the fee for the waste collection, transport, and treatment service, as well as its regulating fiscal ordinance, as no claims were filed during the public exhibition period. The agreement had been initially adopted by the Corporation’s Plenary in an extraordinary session on July 20, 2026, under file no. 1088/2026, and is now published in full in the Official Gazette of the Province of Guadalajara no. 178, dated September 17, 2026. The modification will enter into force on January 1, 2027, and will apply to payments issued from the 2027 fiscal year onwards.

The regulation responds to the mandate of Article 11.3 of Law 7/2022, of April 8, on waste and contaminated soils for a circular economy, which requires local entities to establish a specific, differentiated, and non-deficit fee before April 10, 2025. The file is supported by the economic-financial and technical-economic report of March 25, 2025, contained in file no. 405/2025, which is available to the public in the same issue of the gazette. The study estimates the foreseeable cost of the service at 213,327.08 euros and the number of subjects obligated to pay at 1,922.

A fee that must cover 213,327 euros

The report breaks down the estimated costs of the service for 2025, which the fee must cover in full as there are no revenues from the sale of materials, subsidies, or SCRAPs:

Billing from the waste collection Association (Mancomunidad) in 2024: 103,782.21 euros.
Estimated increase from the Association for 2025: 75%.
New price update contract 2025: 181,618.87 euros.
Clean Point (Punto Limpio) and containers 2025: 31,708 euros.
Total expenses to be passed on: 213,327.08 euros.

The distribution of the burden among property types is weighted as follows: section 1 Residential, 1%; section 2 Warehouse-Industrial, 3%; section 3 Establishments, 36%; and section 4 Special Characteristics, 60%.

Fixed quotas based on cadastral value

Article 7 of the ordinance sets an annual quota based on the use of the property and its cadastral value, as the municipality does not have water meters that would allow for a variable quota based on consumption. In the residential section, quotas range from 0.31 euros for homes with a cadastral value of less than 10,000 euros up to 76.72 euros for those over 299,999 euros, with a total of 1,331 units and an average of 1.60 euros. In the Special Characteristics section, the four registered units bear quotas of up to 119,868.88 euros.

The text justifies the criteria based on the lack of municipal self-composting, selective collection, or reuse programs, the seasonal population of the municipality, and the majority weight of BICEs (Residential Real Estate) in the Property Tax, and recommends moving toward pay-as-you-throw systems when technical means are available.

Bonuses, exemptions, and service management

Properties with a net quota equal to or less than 10 euros are exempt.
A 50% bonus is established for food distribution or catering establishments that apply verifiable food waste reduction systems, with requests submitted before December 31 of each year.
No reductions are provided for individuals or family units at risk of social exclusion, as other non-fiscal avenues exist.
Registration for the water supply automatically implies registration in the tax census, and the collection of quotas is carried out annually.
Door-to-door collection, paper and cardboard, and packaging and plastics are delegated to the CIMASOL Multiple Services Association; rubble and pruning containers are contracted with a commercial company.

Entry into force and appeal process

The second final provision sets the entry into force for January 1, 2027, once the announcement of final approval has been published. An administrative appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months from the day following publication. The announcement was signed in Trillo on September 15, 2026, by the mayor, Jorge Peña García.

The decision affects the bills of all residents and premises in the municipality starting in 2027, and comes after the file passed the public information process without any allegations, consolidating the new fiscal framework for the waste service in Trillo.
