Three farm laborers consolidated as permanent staff in the Provincial Council

The Governing Board of the Provincial Council of Lugo, in a session held on August 21, 2026, unanimously approved the final resolution of the selection process that consolidates three workers of the provincial farm as permanent contractual staff. The agreement was published in the Official Gazette of the Province of Lugo (BOP Lugo), number 194, on August 26, 2026, under official reference R. 2214.
The process, processed through the competition-examination system in the general quota and open access, covers three positions of farm laborer, professional groupings, of the permanent contractual staff of the Council, corresponding to the public employment offers of 2022 and 2024. With this resolution, the procedure is definitively closed, which had begun with the publication of the general bases in BOP no. 101, of 06.05.2021, and the call and specific bases in BOP no. 233, of 10.10.2025.
The appointed persons
After the selection process was held, in view of the proposal from the Qualifying Tribunal and having verified the documentation required in general base 10, the presidency proposed to the Governing Board the hiring as permanent contractual staff of the following persons:
- Mr. Carlos Gancedo Blanco, for position number I64, with the farm laborer job post entry number I66, linked to the 2022 Public Employment Offer.
- Mr. Óscar Castosa Rivas, for position number I66, with the farm laborer job post entry number I67, linked to the 2022 Public Employment Offer.
- Mr. José Manuel Lugueros López, for position number 3397, with the farm laborer job post entry number 1818, linked to the 2024 Public Employment Offer.
Framework of the selection process
The procedure is governed by the general bases that regulate the selection processes convened by the Provincial Council of Lugo to fill vacant positions in the permanent civil service or contractual staff, included in the employment offers, in the general quota or the reserve quota for persons with disabilities. The proposed candidates proved compliance with the requirements demanded in general base 4 and specific base 5, as well as the documentation referred to in general base 10.
The Governing Board, unanimously, agreed to grant approval to the proposal presented and previously transcribed, thus closing the selection process and consolidating the employment status of the three provincial farm workers.
Appeals and means of challenge
The agreement, which ends the administrative route, may be challenged by the interested parties through two channels:
- Optional appeal for reversal before the Governing Board of the Provincial Council, within a period of one month starting from the day following the publication of the agreement in the BOP.
- Contentious-administrative appeal before the Contentious-Administrative Court of Lugo, within a period of two months and in the manner provided for in the legislation regulating this jurisdiction.
The agreement was signed on August 24, 2026, by the general secretary, José Antonio Mourelle Cillero.
Relevance of the news
This final resolution represents the job consolidation of three workers from the provincial farm, who now become part of the permanent labor staff of the Deputación de Lugo. The closing of the process, which covers two public employment offers, provides stability to jobs linked to the provincial agricultural exploitation and ends a selection procedure started years ago, in a context of reducing temporary employment in the public sector.
