Tres millones para reactivar las empresas de la Sierra Oeste tras los incendios

The Community of Madrid has declared an available credit of 3,000,000 euros for the 2026 fiscal year to finance investment grants to alleviate the effects of last July’s fires in the Sierra Oeste and economically reactivate the affected area. The decision is formalized in the Order of October 22, 2026, of the Ministry of Economy, Finance and Employment, whose extract is published in the BOCM number 260, of October 29, 2026, on page 112 and with the code BDNS 938238.

The extract is published under articles 17.3 b) and 20.8 a) of the Law 38/2003, of November 17, General Law on Subsidies, and develops the Agreement of October 21, 2026 of the Governing Council, which approved the regulatory standards and the direct award procedure for these grants (BOCM number 253, of October 23, 2026). The regulation justifies the direct award route—as opposed to competitive bidding—due to the urgency of the public response and the exceptional nature of the causing event.

The funds come from sub-concept 79000 “Modernization, Dynamization and Technological Diffusion,” of Program 463A “Competitiveness,” of the General Budgets of the Community of Madrid approved by Law 6/2025, of December 23, and its management corresponds to the Directorate General of Economy and Industry.

Up to 100,000 euros per company

The grant covers 100% of eligible expenses, with a maximum limit of 100,000 euros per beneficiary, and each applicant can only obtain one grant under this line. The grants are subject to the de minimis regime of Regulation (EU) 2023/2831, with a ceiling of 300,000 euros per beneficiary in any three-year period.

The following may apply:

  • Natural persons, legal entities, and entities without legal personality.
  • Those who carry out their activity in any of the municipalities in the annex, accredited through registration in the AEAT census.
  • Those who started their activity before July 23, 2026, the date of the declaration of emergency of national interest.
  • Those who are up to date with the Treasury, Social Security, and the regional Treasury.

Repair, rehabilitation, or conditioning works for establishments, machinery, technical installations, production equipment, furniture, computer programs, and security systems are financed. VAT and other taxes, ordinary management consultancies, second-hand equipment and leasing, as well as current expenses, are excluded, except for extraordinary works derived from fire damage.

Seventeen municipalities in the annex

The territorial scope comprises the localities included in the annex of the regulatory standards:

  • Aldea del Fresno, Cadalso de los Vidrios, Cenicientos, and Colmenar del Arroyo.
  • Chapinería, Fresnedillas de la Oliva, Navalagamella, and Navas del Rey.
  • Pelayos de la Presa, Robledo de Chavela, Rozas de Puerto Real, and San Martín de Valdeiglesias.
  • Santa María de la Alameda, Valdemaqueda, Villa del Prado, and Zarzalejo.
  • El Escorial, exclusively the hamlet of Peralejo and the El Escorial Camping site (M-600, kilometer 3.500).

Twenty business days and electronic processing

The submission period is twenty business days from the business day following the publication of this extract. The application is submitted only electronically, using the mandatory form of the regional electronic office, and requires being registered in the NOTE electronic notification system.

  • Eligible period: from August 1, 2026, to August 31, 2027.
  • Single advance payment, without guarantees.
  • Justification: until September 30, 2027.
  • Resolution within a maximum of six months, with negative administrative silence.
  • Allocation criterion: chronological order of applications until the credit is exhausted.

In September, the Department already established a first emergency line, with a single payment of 10,000 euros per beneficiary—15,000 if activity had not resumed—whose annex was modified on October 21 to incorporate the El Escorial Camping site following its evacuation between July 24 and 27. This new investment call is added to the municipal and tourism subsidies incorporated into the strategic plan of the Department of Presidency, Justice, and Local Administration by the Order of October 7, 2026 (BOCM number 250, of October 20).

With this credit, shops, workshops, accommodations, and freelancers in the region have financing to repair premises and renew equipment, although the limit of 100,000 euros per applicant and the first-come, first-served allocation require the documentation to be submitted quickly: whoever arrives after the credit is exhausted will be left out.
