Trabada approves the ordinance regulating motorhomes, campers, and caravans

The Plenary of the Trabada City Council has definitively approved the Municipal Ordinance regulating the parking and overnight stay of motorhomes, camper-type vehicles, and caravans. The full text of the regulation is published in the Official Gazette of the Province of Lugo no. 213, of September 17, 2026, with reference R. 2448, and is signed by the mayor, Rubén García Freije, in Trabada on September 10, 2026. The ordinance sets a public price of 15 euros per day in the reserved area of the sports complex and fines of up to 3,000 euros.
The regulation stems from a statement of motives noting the “significant growth” of motorhoming or itinerant tourism throughout Europe and the need to organize municipal public spaces. The text invokes the General Circulation Regulations (Royal Decree 1428/2003) as its framework, which refers to municipal ordinances to determine stopping and parking locations on urban roads, and takes as a reference the Model Municipal Ordinance developed by the Galician Federation of Municipalities and Provinces (FEGAMP). The ordinance pursues a dual purpose: to provide greater legal certainty for motorhome users, promoters, and managers of parking areas, and to promote the economic development of the municipality, especially in tourism.
A fee of 15 euros per day in the sports complex area
Article 5.5 approves a public price for the entry and use of services available in the reserved parking areas located in the Trabada sports complex area (Rúa Serra da Cadeira) and in municipal recycling points. The rate is 15 euros/day, while the use of other enabled areas will be free of charge, without prejudice to the fact that the price may be updated in the municipal tax ordinances.
The interested person must request and obtain authorization from the City Council and pay the public price prior to accessing the premises. Information and the method of access will be provided on the municipal website www.trabada.gal, with instructions for electronic payment through the electronic office, where the user will sign the payment order with a digital certificate.
Recycling points must have a minimum infrastructure:
- Potable water connection.
- Sewer grate for greywater drainage.
- WC emptying point (black water).
- Waste container for daily collection of domestic waste.
Four-day limits and prohibitions in reserved areas
In reserved parking areas, a maximum of up to 4 consecutive days during the same week may not be exceeded, in order to guarantee rotation and the equitable distribution of spaces. Within these spaces, the speed of vehicles of all categories cannot exceed 30 km/h.
The ordinance expressly prohibits:
- Putting out awnings, stabilizing or leveling legs, tables, chairs, or any other household furniture to the exterior.
- Deploying elements that extend the perimeter of the vehicle while in motion.
- Putting out clothes drying racks to the exterior.
- Pouring liquids or dumping waste of any kind, unless the area has the necessary infrastructure.
The text recognizes the right to park and stay overnight throughout the municipality in accordance with traffic regulations, except in protected natural spaces, sites of the Natura 2000 Network, forest lands, specially protected rural land, and public domain areas. It also establishes the duties of motorhome users: to drive with respect for road safety regulations, to refrain from annoying noises, to use the appropriate containers for waste, and to occupy only the strictly necessary space.
Fines of up to 3,000 euros and expulsion from the area
Title II establishes the sanctioning regime and assigns the authority to sanction to the mayor. Infractions are classified as minor, serious, and very serious, with the following amounts:
- Minor infractions: fines of up to 750 euros.
- Serious infractions: fines of up to 1,500 euros and/or expulsion from the reserved parking area.
- Very serious infractions: fines of up to 3,000 euros and/or expulsion from the reserved parking area.
Among the specified behaviors are the lack of visibility of the reservation voucher, the placement of elements outside the perimeter of the vehicle, the emission of noise from sound equipment above the limits, the occasional dumping of waste, the fraudulent use of services, the absence of accreditation of payment of the public price, the intentional dumping of waste, the deterioration of urban furniture, and the installation of areas without a license. Sanctions will be graded by intentionality or repetition, the nature of the damages, recidivism, and the obstruction of traffic.
As precautionary measures, the immobilization or removal of the vehicle from the public road will proceed in the cases provided for in the ordinance and in Royal Legislative Decree 6/2015, by which the consolidated text of the Law on Traffic, Circulation of Motor Vehicles, and Road Safety is approved.
The regulation will enter into force on the day following the publication in the provincial bulletin of the final text approved by the Plenary. Its application directly affects the residents of Trabada, the motorhome users visiting the municipality, and the local tourism sector, which now has its own regulatory framework for itinerant tourism.
