Torrevieja dismisses allegations and endorses the renovation of Coral Street

The Torrevieja City Council has dismissed all allegations presented against the Interior Reform Plan (PRI) for Coral Street, number 5, of Partial Plan 6, La Veleta, and has issued a favorable environmental and territorial report resolution. The agreement, adopted by the Local Government Board on August 7, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10443, dated September 3, 2026, under reference DOGV-C-2026-26986.

The plan, promoted by Grupo Insara, SL, proposes the urban adaptation of the plot by changing the use from residential to tertiary-hotel, which increases the plot occupancy from 20% to 30%. The action is processed through the simplified strategic environmental and territorial evaluation procedure under file 5871/2020, as it is considered a minor modification of the detailed planning in accordance with article 46.3 of the TRLOTUP.

Dismissed Allegations

The agreement rejects the allegations of thirteen interested parties, including homeowners’ associations and individuals, as well as the request to suspend the procedure. The claimants argued, among other points, that the environmental evaluation should have been processed through the ordinary procedure and not the simplified one, as it constituted a structural modification.

Reasons for Rejection

The response is based on the technical report from the municipal architect dated July 13, 2026. The City Council argues that the PRI does not fit into any of the scenarios of article 46.1 of the TRLOTUP that require the ordinary procedure, and that the environmental body is the council itself by virtue of article 49 of the same consolidated text.

  • Hotel use is compatible with the priority residential use of the homogeneous area, according to article 49.5 of the PGOU.
  • The urban development potential is not modified; therefore, the burden on the coastal environment is not increased.
  • No acoustic study is required as it is a compatible use and not a new use.
  • The hotel use reserves private parking spaces and includes space for personal mobility.

The city council defends the public interest of the action, framed within the municipal policy for hotel promotion, materialized in specific modification no. 74 of the general planning and a tax relief on the ICIO for the establishment of hotels.

Validity and procedures

The favorable environmental report will lose its validity if the plan is not approved within a maximum period of four years, extendable for another two, from its publication in the DOGV. The City Council will request the final version of the plan from the developer to carry out the public participation process and sectoral reports provided for in article 61 of the TRLOTUP, and will notify the agreement to the urban planning, coasts, and environment services, as well as the utility companies (AGAMED, I-DE Redes Eléctricas, Nedgia CEGAS, Telefónica, Vodafone, and Orange).

The resolution, signed by the mayor-president Eduardo Jorge Dolón Sánchez on August 13, 2026, is not subject to appeal as it is a procedural act, without prejudice to any appeals that may arise against the future approval of the planning instrument.

The decision opens the door to the establishment of hotel facilities on an undeveloped plot in La Veleta, right within the area of influence of the Coastal Law. For the neighbors and homeowners’ associations of the area, the outcome affects the coastal landscape and the consolidated residential model, while the city council defends the tourism and economic revitalization of the municipality.
