Torres de la Alameda joins the regional Investment Accelerator

The Community of Madrid and the City Council of Torres de la Alameda have signed an agreement, dated July 20, 2026, to integrate the municipality into the Investment Accelerator of the Community of Madrid and thus streamline the processing of business projects of special interest that intend to establish themselves within its municipal boundaries. The agreement, signed by the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno, and the Mayor, José Antonio Blanco Heras, is published in the Official Gazette of the Community of Madrid (BOCM) number 200, of August 22, 2026, pages 5 to 10, with reference BOCM-20260822-1 and file (03/12.465/26).

The agreement is part of the regional policy for economic revitalization and improvement of the business climate. The Investment Accelerator was created and regulated by Decree 15/2023, of March 1, of the Governing Council, as an administrative unit for information, coordination, and promotion of investment projects declared of special interest, with the aim of offering a single point of contact with the Administration and reducing processing times.

Purpose and commitments of the parties

The agreement defines the terms of collaboration between the Ministry of Economy, Finance and Employment and the City Council of Torres de la Alameda, with the ultimate goal of streamlining the processing of projects considered of special interest for the region that will be located in the municipality. The Community of Madrid commits to:

• Inform the City Council of projects eligible to be declared of special interest.
• Forward the application and associated documentation to the local corporation for study.
• Invite the municipal representative to the Technical Unit for the Acceleration of Investment Projects.
• Appoint the person in charge of communication with the local entity.
• Promote measures that reduce the processing times of the procedures involved.

For its part, the City Council assumes, among other obligations:

• Designate one or two representatives for communication with the Accelerator.
• Communicate investment projects that meet the criteria of Article 8 of Decree 15/2023.
• Inform the Accelerator of the mandatory municipal procedures.
• Agree on the urgent processing and priority handling of projects declared of special interest.
• Report on compliance with urban and sectoral regulations when the project has an urban impact.

Monitoring, validity, and nature of the agreement

For the control of execution, a Monitoring Commission of equal composition will be created, with a maximum of two representatives per institution, presided over by the president of the Accelerator. It will meet ordinarily at least twice a year and will adopt its agreements by simple majority, with the president having the casting vote in the event of a tie.

The agreement, administrative in nature and excluded from the scope of Law 9/2017 on Public Sector Contracts, will enter into force the day following its signature and will have a validity of 4 years, extendable by express agreement for a period of up to 4 additional years. It does not entail any economic consideration between the parties nor any budgetary impact.

Relevance for the municipality

The integration of Torres de la Alameda into the Accelerator provides a way to attract investment projects that generate employment and added value, simplifying their implementation through coordination between administrations and the reduction of deadlines. The agreement reinforces the territorial cohesion of the region and opens the possibility for the municipality to attract productive investments with greater agility and legal certainty for promoters.
