Torija reasigna 60.000 euros de personal a agua, parques y mantenimiento

The Torija City Council has made credit modification 2/2026 final, in the form of a credit transfer, which deducts 60,000 euros from personnel remuneration and reassigns them to drinking water supply, parks and gardens, and general services maintenance. The agreement of the municipal Plenary session of September 16, 2026, is published in the Official Gazette of the Province of Guadalajara No. 200, dated October 20, 2026, and no longer accepts objections.

The operation is supported by Article 169.1, by reference to 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. The file was previously submitted for public information through its publication in the Official Gazette of the Province of Guadalajara No. 180, dated September 22, 2026, without any claims being filed within the established period.

Since no objections were formulated, the plenary agreement is automatically elevated to final status, as stated in the announcement signed in Torija on October 15, 2026, by the Mayor-President, Álvaro Murillo Bonacho.

Where the 60,000 euros come from

All reductions are concentrated in economic program 920, corresponding to the remuneration of municipal personnel. The summary by articles published in the gazette details four affected applications:

  • 920 130.00 Basic remuneration: 30,000 euro reduction, from 79,820.50 to 49,820.50 euros.
  • 920 130.02 Other remuneration: 10,000 euro reduction, from 24,699.94 to 14,699.24 euros.
  • 920 120.00 Basic remuneration: 10,000 euro reduction, from 29,852.31 to 19,052.99 euros.
  • 920 121.00 Complementary remuneration: 10,000 euro reduction, from 94,817.87 to 84,817.87 euros.

The total initial credits in these four applications were 229,190.62 euros, with 62,221.29 euros already spent, and it stands at 168,390.60 euros after the transfer, according to the summary by articles accompanying the agreement.

Where they go: water, parks, and maintenance

The destination of the 60,000 euros is divided among four current expenditure applications, with particular weight on the water supply and general services maintenance:

  • 161 221.01 Drinking water supply: 20,000 euros, from 240,000 to 280,000 euros.
  • 171 227.99 Parks and gardens, external services: 10,000 euros, from 0 to 10,000 euros.
  • 920 213 Machinery and installations: 10,000 euros, from 30,000 to 40,000 euros.
  • 920 227.12 General services maintenance: 20,000 euros, from 35,000 to 55,000 euros.

The total for these applications increases from 305,000 to 365,000 euros of available credit, representing an increase of 19.7% in the chapters benefiting from the transfer.

No room for objections and only judicial appeal

With the publication of the final approval, the ordinary administrative route is closed. Against the agreement, and by virtue of Article 113 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, interested parties may only directly file a contentious-administrative appeal, in accordance with Articles 25 to 43 of Law 29/1998, of July 13, regulating that jurisdiction.

The announcement further warns that the filing of said appeal shall not, by itself, suspend the effectiveness of the contested act, such that the credit modification is applicable from its publication. The document incorporates an electronic verification code for verification at the provincial bulletin’s headquarters.

The decision affects the daily operation of the municipality: it reinforces the items for drinking water, park conservation, and facility maintenance at the expense of personnel remuneration, in a fiscal year in which the expenditure already executed in those personnel applications barely exceeded 27% of the initial credit. For the residents of Torija, the change translates into more budgetary margin for direct services and a smaller cushion for remuneration throughout the remainder of the year.
