Tomiño approves the water registry for the third quarter of 2026

The Tomiño City Council has approved the tax rolls for the drinking water tax, supply network, water canon, and discharge coefficient corresponding to the third quarter of 2026. The decision was adopted by Mayoral Decree on September 17, 2026, and published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 181, dated September 21, 2026, in the Local Administration section. The announcement opens a public exhibition period of twenty business days and sets the voluntary payment period between November 1, 2026, and January 1, 2027, both inclusive.

The file is processed under reference 787/2026 and the document is signed by the mayor, Sandra González Álvarez. The public exhibition of the rolls produces the effects of collective notification provided for in article 102.3 of the General Tax Law, such that publication in the gazette replaces individual communication to each subscriber. The measure affects all users of the municipal supply and sanitation services of the municipality.

Public exhibition and submission of claims

The public exhibition period is twenty business days and is counted from the day following the publication of the announcement in the BOPPO. During this period, interested parties may consult the approved rolls and submit any claims they deem appropriate; if any exist, the roll will become final upon their resolution.

The points enabled for the examination of the documentation are:

  • The offices of FCC Aqualia, S.A., at Rúa Gondomar, nº 34 ground floor, with service on Wednesdays and Thursdays from 9:00 to 13:00 hours.
  • The offices of the Tomiño City Council.

Voluntary period, place of payment, and surcharges

Payment during the voluntary period can be made from November 1, 2026, until January 1, 2027. Subscribers who do not have direct debit receipts may make them effective starting November 1, 2026, at the AQUALIA offices in Tomiño, at Rúa Gondomar, nº 34 ground floor, from 9:00 to 13:00 hours, on Wednesdays and Thursdays.

Once the voluntary period has elapsed and without further notifications or requirements, unpaid debts will be demanded via executive proceedings, with late payment interest and executive period surcharges, in accordance with articles 26, 28, and 62 of the General Tax Law. The applicable surcharges are:

  • 5% of the amount of the debt not paid before the notification of the enforcement order.
  • 10% when the total debt and the surcharge itself are paid before the end of the period specified in article 62 of the LGT.
  • A 20% ordinary enforcement surcharge when the previous circumstances do not apply.

Failure to pay the water canon and the discharge coefficient during the voluntary period will result in their direct demand from the taxpayer via enforcement by the Department competent in treasury matters of the Xunta de Galicia.

Appeal routes

Against the settlements of the water and sanitation tax rolls, interested parties may file an appeal for reversal, prior to contentious-administrative proceedings, within a period of one month starting from the day following the end of the public exhibition period, according to article 14.2 of Royal Legislative Decree 2/2004. Against the express or tacit denial of the appeal, one may apply to the Contentious-Administrative Court:

  • Two months from the day following the notification or publication of the resolution agreement of the appeal for reversal.
  • Six months from the day following that in which the presumed act occurs, if the appeal was not expressly resolved.

Furthermore, the repercussion of the water canon and the discharge coefficient may be subject to an economic-administrative claim before the economic-administrative body of the Autonomous Community of Galicia within a period of one month from when the notification is understood to have occurred via publication in the BOPPO, in accordance with article 49.7 of Decree 136/2012.

The announcement has a direct impact on all subscribers in the municipality, who must take into account the payment calendar and the claim deadlines to avoid surcharges. The publication in the official bulletin makes the tax roll a valid notification for users, therefore any claim regarding amounts or billing data must be submitted within twenty business days of public exhibition.
