Tomelloso denies seven residency registrations due to unfavorable police reports
Por FactBox Admin

The City Council of Tomelloso has resolved to deny seven applications for registration in the municipal census after the Local Police reported that the applicants do not reside at the addresses they declared. The resolutions from the Mayor’s Office, signed by Mayor Javier Navarro Muelas, are published in the Official Gazette of the Province of Ciudad Real number 198, dated October 14, 2026, in the form of edicts as personal notification to the interested parties could not be carried out.
The files were processed in accordance with Article 17.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which obliges city councils to keep their censuses updated, and the Resolution of February 17, 2020, from the Presidency of the National Statistics Institute and the General Directorate of Autonomic and Local Cooperation, which dictates the technical instructions on the management of the municipal census. The publication of the resolutions is supported by Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The applications were submitted to the General Registry of the City Council between May 25 and June 9, 2026, and the resolutions were issued on August 24 and 27, 2026. The Local Police reports motivating the denials are dated July 7 and 28, 2026.
Seven files with the same motive
- Fatseh Zerkoune: application of May 26, 2026, for an address on Manterola Street; resolution of August 24, signed in Tomelloso on October 7 (announcement 3314, pages 9739-9740).
- Rabah Mehalla: application of May 26, 2026, Manterola Street; resolution of August 24, signed on October 5 (announcement 3315, pages 9741-9742).

- Imad Ifri: application of May 25, 2026, Pintor López Torres Street; resolution of August 24, signed on October 5 (announcement 3317, pages 9745-9746).
- Nisrine Ait Oumghar: application of May 25, 2026, San Juan Neighborhood; resolution of August 24, signed on October 5 (announcement 3318, pages 9746-9747).
- Malek Touch: application of May 26, 2026, Manterola Street; resolution of August 24, signed on October 5 (announcement 3319, pages 9748-9749).
- Zineb Haddar: application of June 9, 2026, Manterola Street; resolution of August 27, signed on October 8 (announcement 3320, pages 9750-9751).
In all seven cases, the police report concludes that the applicant does not reside at the indicated address, and the operative part of each resolution agrees “not to grant the request for census registration.”
Lack of authorization from the homeowner
According to the edicts, none of the applicants provided written authorization from an adult already registered at the address, a requirement stipulated in section 3.1 of the Resolution of February 17, 2020, when registration is requested for a dwelling where other persons are already registered. The interested parties alleged that they could not prove ownership or justification of the dwelling and requested the City Council to verify their effective residence.
Section 2.3 of the same resolution empowers the municipal manager to verify by other means—Local Police report or inspection by the service itself—that the resident actually inhabits the dwelling and, if so, to enroll them in the census (padrón). In the seven cases, this verification was unfavorable.
One month for the appeal for reversal
The resolutions end the administrative process. An optional appeal for reversal (recurso de reposición) may be filed before the Mayor’s Office within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Ciudad Real within two months.
Impact for the applicants
Registration in the census is the title that proves habitual residence in the municipality and the gateway to public services such as healthcare, schooling, or social services. The denial leaves the seven applicants without official proof of residence in Tomelloso until any eventual appeal is resolved.
