Tolmin sets per-vote reimbursement rates for 2026 local election campaigns

The Občinski svet Občine Tolmin (Municipal Council of Tolmin) has fixed the rates at which it will partially reimburse campaign spending from the 2026 local elections: €0.33 per vote for organisers of council-list campaigns and €0.12 per vote for mayoral candidates who win at least 10% of the votes cast. The decision was adopted at the council’s 34th session on 13 October 2026 and published in the Uradni list Republike Slovenije no. 1670/2026 of 15 October 2026, under official reference EDA 2026-5881455000-0020.

The measure rests on Article 28 of the Zakon o volilni in referendumski kampanji (ZVRK, Uradni list RS 41/07, 103/07 – ZPolS-D, 11/11, 28/11 – odl. US and 98/13) and on Article 19 of the Statut Občine Tolmin (Uradni list RS 1468/2026). It is signed by the mayor, Alen Červ, and carries the file number 041-0010/2026. The decision defines both the eligible claimants and the criteria for partial reimbursement, and it caps campaign spending at the ceilings laid down by the national law governing electoral campaigns.

Rates and ceilings

  • Council-list campaign organisers: €0.33 for every vote obtained.
  • Mayoral campaign organisers whose candidates win at least 10% of the votes cast: €0.12 per vote obtained.
  • Second-round mayoral candidates: €0.12 per vote, counted only on the votes won in that round.
  • In every case the total reimbursed may not exceed the amount actually spent, as shown in the report filed with the council and the Računsko sodišče (Court of Audit).

Conditions and payment

Reimbursement is not automatic. An organiser must submit a request together with a report on all funds raised and spent during the campaign, addressed to both the municipal council and the Računsko sodišče. Only once that condition is met are the costs paid out of the budget of the Občina Tolmin.

Payment falls due on the 30th day after the day the council adopts the decision on partial reimbursement, and the decision itself enters into force the day after its publication in the Uradni list Republike Slovenije.

Who is covered

The decision applies to every organiser of a campaign for the municipal council or for mayor in Občina Tolmin in the 2026 local elections, and it commits the municipal treasury to the corresponding payouts. The same 34th session of the council, held on 13 October 2026, also adopted a location-verification decision for the VDC Tolmin investment in spatial unit TO-66, published separately in the Uradni list Republike Slovenije no. 1671/2026 (official reference EDA 2026-5881455000-0021).

For voters and campaign organisers in the municipality, the decision fixes in advance how much of the election bill public money will cover, and it ties every payout to a filed financial report. Because the 30-day payment clock starts only when the council adopts the reimbursement decision, claimants must complete their reporting before any money leaves the municipal budget.
