Tolmin council adopts Žabče infrastructure programme worth 817,183 euros

The Občinski svet Občine Tolmin adopted on 15 September 2026 the Odlok o programu opremljanja stavbnih zemljišč za območje občinskega podrobnega prostorskega načrta Stanovanjska zazidava Žabče (ŽB 05), which sets the infrastructure programme for the Žabče residential zone. The ordinance, published in the Uradni list Republike Slovenije no. 1433/2026 of 16 September 2026, fixes total costs of 817.183,10 euros, of which 572.028,16 euros are chargeable to developers. It enters into force the day after publication.

The decision rests on articles 163 and 164 of the Zakon o urejanju prostora (Uradni list RS nos. 199/21, 18/23 – ZDU-1O, 78/23 – ZUNPEOVE, 95/23 – ZIUOPZP, 23/24, 109/24, 25/25 – odl. US, 75/25 and 14/26), articles 3, 13 and 15 of the Uredba o programu opremljanja in podlagah za odmero komunalnega prispevka za obstoječo komunalno opremo ter o izračunu komunalnega prispevka in prispevka za začasne objekte (Uradni list RS no. 53/26) and article 21 of the Statut Občine Tolmin (13/09, 17/11 and 106/15).

The programme is based on the Odlok o občinskem podrobnem prostorskem načrtu Stanovanjska zazidava Žabče (ŽB 05) (Uradni list RS no. 103/2023) and on the elaboration POSZ-128-2026-1 of September 2026. It is available for inspection at the municipality’s seat under number POSZ-128-2026-1 and in the spatial information system.

Scope of the works

The area of equipment lies in the settlement of Žabče and covers the spatial planning unit ŽB 05. The new municipal infrastructure will connect to the existing road network, water supply network, sewerage network and other public surfaces. The missing infrastructure to be built is:

• new road network
• new water supply network
• new sewerage network
• electricity network, as other public economic infrastructure

Construction is carried out in a single phase. Work starts 180 days after a final building permit is obtained, and must be completed and handed over for management within 24 months of that permit.

Costs, rates and billing areas

The works are financed from the budget of Občina Tolmin, broken down as follows:

• new road network: 543.972,95 euros
• new water supply network: 104.663,22 euros
• new sewerage network: 168.546,93 euros
• total: 817.183,10 euros, of which 572.028,16 euros are chargeable (roads 380.781,06; water 73.264,25; sewerage 117.982,85)

Unit rates are set per square metre of building plot (CpN) and per square metre of gross floor area (CtN): roads 43,21 and 31,81; water 8,31 and 6,12; sewerage 13,39 and 9,85. The ratio between the plot share and the building share is DpN = 0,3 and DtN = 0,7. The billing areas CESN, VODN and KANN each cover 8.812 m² of building plots and 11.972 m² of gross floor area.

Obligations for investors

Investors must also pay the corresponding share of the municipal contribution for existing, already-built infrastructure under the ordinance in force. Where the calculated contribution for a given type of new infrastructure is lower than that for the existing one, the difference is charged; where it is equal or higher, the share for existing infrastructure is zero.

Under the connection contract, the municipality may assess the contribution for the new infrastructure before it is built and handed over, and must state the deadline by which it will provide the equipment. If the municipality fails to provide the equipment and connection within the agreed deadline, it is liable for the damage caused. The costs of building a private connection are additional for the party concerned and do not affect the assessed contribution.

The ordinance was signed by the mayor of Občina Tolmin, Alen Červ, under number 354-0074/2026, dated Tolmin, 15 September 2026.

The decision fixes the contribution base that future owners and investors in the Žabče zone will pay for roads, water and sewerage, and sets the timetable the municipality must meet before plots can be connected and built on.
