Toén actualiza por IPC as tarifas da auga para 2027

The Toén City Council has provisionally approved the modification of the Fiscal Ordinance regulating the water distribution tax, a tariff update based on the CPI for the 2027 fiscal year. The agreement was reached by the Corporation’s Plenary session on November 2, 2026, and is published as an edict in the Official Gazette of the Province of Ourense on November 5, 2026, in section IV of Local Entities, under file no. 980/2026. Starting the day after publication, a period of 30 business days is open to consult the text and submit allegations.

A review based on the CPI

The modification consists of updating the tariffs of the municipal tax that levies water distribution, using the consumer price index as a reference. The measure is processed as a modification of an existing fiscal ordinance, meaning that the text submitted for public exhibition does not create a new tax but rather revises the amounts applicable from 2027.

The processing is based on Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the consolidated text of the Law regulating local treasuries. This provision requires the opening of a public information period after the provisional approval of the agreement and before its final approval, precisely so that interested parties can examine the complete file and claim against it.

According to the edict, the text of the modification, the provisional approval agreement, and the remaining documentation of the file will be available at the Council’s Secretary-Intervention. Additionally, the document can be consulted on the notice board of the municipal electronic office (https://concellodetoen.sedelectronica.es).

Thirty business days to allege

The public information period is 30 business days starting from the day following the publication of the announcement in the BOP, that is, from November 6, 2026. The calculation, being in business days, excludes Saturdays, Sundays, and holidays, meaning the effective calendar extends beyond the calendar month and reaches into December.

During this period, interested persons may:

  • Consult the full text of the modification of the fiscal ordinance.
  • Review the provisional approval agreement adopted by the Plenary on November 2.
  • Access the remaining documentation that makes up file no. 980/2026.
  • Submit any claims and suggestions they deem appropriate.

The usual channel for submitting documents is the Council registry, without prejudice to the use of the electronic office for those who have a certificate or other admitted identification system.

Without allegations, final approval

The edict is signed by the mayor, Ricardo González Gómez, who warns that, in the event that no claims are submitted during the public information period, the modification will be understood as definitively approved without the need for a new plenary agreement.

Otherwise, that is to say, if allegations are registered, these must be resolved before the final approval of the ordinance, from which point the revised text will apply to the tax settlements.

The publication bears the official reference R. 2.648 and is inserted in section IV, Local Entities, of the provincial bulletin of November 5, 2026.

Quarterly invoices and water canon

The water distribution tax is one of the public law revenues that support the municipal supply service in the council. Its practical management translates into periodic settlements: the Council of Toén has already approved by Mayor’s decree of September 1, 2026, the tax register for the water supply tax corresponding to the second quarter of 2026, displayed to the public for 15 business days in accordance with article 102.3 of the General Tax Law.

In that announcement, the voluntary collection period was set between September 11 and November 11, 2026, and it was reminded that non-payment of the water canon within the voluntary period would be demanded via enforcement, in accordance with Decree 136/2012, of May 31. The update now presented therefore affects the receipt paid by residents, both for the municipal concept and for the repercussion of the regional canon.

Why it matters

The CPI revision of the 2027 tariffs determines how much each household and each activity will pay for a basic supply, and it does so in a context of annual price revisions that are transferred directly to the invoices. Since the allegation period is the only opportunity to discuss the text before its final approval, residents of Toén interested in reviewing the new amounts have 30 business days, from November 6, to consult the file at the Secretary-Intervention or on the electronic office and submit claims.
