Teverga approves the affordable rental ordinance for municipal housing

The Teverga City Council has definitively approved the Ordinance regulating the allocation of municipally-owned housing under rental agreements, a text that seeks to facilitate access to decent housing and curb population loss in the council. The regulation, signed by the Mayor’s Office on August 13, 2026, is published in the Official Gazette of the Principality of Asturias (BOPA no. 164, of August 25, 2026) and will enter into force 15 days after its publication.

The Municipal Plenary, in an ordinary session held on June 4, 2026, initially approved the ordinance, which was submitted for public information and hearing of interested parties for a period of thirty business days via an announcement published in BOPA no. 117, of June 19, 2026. During that period, no claims, allegations, or suggestions were submitted; therefore, in accordance with Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the agreement was elevated to definitive status.

An instrument against depopulation

The ordinance is framed within state and regional guidelines regarding measures against depopulation and for the development of rural areas. The text conceives housing not only as a welfare goal but as a strategic tool for attracting and retaining population, incorporating positive discrimination criteria based on “social and demographic profitability.”

  • Prioritizes family units with school-aged children.
  • Favors entrepreneurs who generate local economic activity.
  • Supports workers and young people who guarantee generational renewal.

Requirements and allocation scale

To apply for housing, applicants must meet requirements regarding nationality or legal residence, housing need, economic and asset limits, and be up to date with their tax obligations. The rent will be set between 200 and 400 euros per month, updateable annually.

  • Minimum income of the cohabitation unit: 14,000 euros.
  • Maximum income: 36,000 euros.
  • Maximum movable assets: 18,000 euros.
  • Commitment to register as a resident (empadronarse) in the municipality within a maximum of 30 days.

Ordinary allocation is resolved through competitive bidding using a scale of up to 100 points, which evaluates family situation and roots (up to 60 points), economic and employment links to the municipality (up to 30 points), and socioeconomic situation (up to 10 points). Additionally, a Registry of Municipal Housing Applicants of Teverga is created, with registrations valid for three years.

Contracts, duration, and sanctioning regime

The lease agreement will have an initial duration of five years, extendable up to a maximum of seven, provided that the conditions that led to the award are maintained. The ordinance also provides for an extraordinary award to meet temporary labor needs of public interest.

The sanctioning regime classifies infractions as minor, serious, and very serious, with fines ranging from a warning or up to 750 euros for minor offenses, from 751 to 1,500 euros for serious offenses, and from 1,501 to 3,000 euros for very serious offenses, which also entail the immediate termination of the contract and a ban on accessing municipal housing for ten years. The amount collected from rents will be used to finance municipal housing policies and the Municipal Land Bank.

The final approval of this ordinance makes Teverga one of the Asturian councils betting on affordable rental housing as a demographic lever. For residents, young people, and families in the municipality, the regulation opens a stable and regulated path to access housing at a contained cost, in a context of aging and loss of human capital that demands decisive public intervention.
