Teruel grants aid to 38 celiac families from the 2026 call.

The Teruel City Council has approved the granting and payment order of subsidies to family units with people with celiac disease or gluten intolerance from the 2026 call, which benefit 38 families. The resolution, adopted by Decree No. 4185/2026 of the Mayor-Presidency on August 7, is published in the Official Gazette of the Province of Teruel number 153, of August 13, 2026, with reference No. 2026-2437.

The call was approved on March 30, 2026, and published in the BOP of Teruel No. 68, of April 13, with a submission period of twenty working days running from April 14 to May 13. A total of 55 applications were received, and the planned allocation was 22,000 euros, charged to budget item 2311.489.05 (Social Action – Subsidies for families with celiac patients). The applicable legal framework is Law 38/2003, of November 17, General Subsidies, Legislative Decree 2/2023, of May 3, of the Government of Aragon, the General Regulatory Ordinance of the Bases for the Granting of Subsidies of the Teruel City Council, and the current Municipal Budget.

The beneficiaries and the amounts

The decree grants and orders payment of a total of 6,975 euros to 38 family units. The amounts, calculated according to point 5 of the call, depend on the income of the family unit (general and savings taxable bases of the 2025 personal income tax) and on the condition of being a large family, taking as a reference the IPREM 2026 (8,400 euros per year in 14 payments) multiplied by 5.5, which places the limit at 46,200 euros:

  • Tier A (income between 0% and 25% of that limit): 250 euros per affected person.
  • Tier B (between 26% and 50%): 200 euros.
  • Tier C (between 51% and 75%): 150 euros.
  • Tier D (between 76% and 100%): 100 euros.
  • Large families: an additional 50 euros per person in tier A and 25 euros in tier B.

The amount actually awarded amounts to 6,975 euros, so the final surplus to be released is 15,025 euros.

Denials and withdrawal

Sixteen applications are denied: 14 for exceeding the maximum income level and two for late submission. The applicants are identified by numerical code, in application of the General Data Protection Regulation, as required by the report of the Data Protection Officer included in the file:

  • For exceeding the income level (between 49,255.61 and 97,011.24 euros): applications No. 3, 5, 12, 14, 20, 22, 23, 24, 42, 43, 45, 47, 49, and 51.
  • For late submission: applications No. 54 and 55.
  • Withdrawal for failure to comply with the request for correction (Article 68 of Law 39/2015, of October 1): applicant No. 53.

Processing and assumption of jurisdiction

The competence to resolve corresponded to the Local Government Board, but, as no meeting was scheduled for August due to the holiday period, it was assumed by the Mayor-Presidency in accordance with Article 10 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector. The Assessment Commission unanimously issued the final proposal on 5 August, the legal report from the TAG of Social Services is dated 4 August, and the favourable audit was issued on 7 August. The announcement is signed by the TAG of Social Services, Ms. Laura Benages Fernández, in Teruel, on 10 August 2026.

The resolution dispels the uncertainty of the families who were awaiting the outcome of the 2026 call and consolidates a municipal support line aimed at a group facing a permanent food surcharge due to the gluten-free diet. The agreement will be published in the BOP of Teruel, on the Municipal Notice Board and on the City Council’s Transparency Portal, and will be notified to all interested parties with an indication of the applicable appeals.
