Teo definitively approves the special plan for the Ramallosa health center

The Plenary of the Teo City Council, in the ordinary session of April 29, 2026, agreed to definitively approve the Special Infrastructure and Facilities Plan SXS1 for the future health center of A Ramallosa. The agreement is published in the Official Gazette of the Province of A Coruña number 169, dated September 4, 2026, via announcement 2026/5724, signed by the mayor Lucía Calvo de la Uz.

The plan, promoted ex officio by the City Council and drafted by ABTEMAS S.L., was previously published in the Official Gazette of Galicia no. 105 of June 8, 2026, and registered in the Registry of Territorial Planning and Urban Planning of Galicia on August 19, 2026, under registration number ROTPG/P/65/2026. The regulations and ordinances enter into force 15 business days after their publication in the BOP.

A health facility on rural land

The area, identified in the General Municipal Planning Plan of Teo as SXS1, is classified as rural land for agricultural and forestry protection and is intended for facility use for the location of a health center. The plan establishes an internal zoning of the plot that distinguishes a caution zone, identified as ELpb, where existing buildings are preserved except for auxiliary constructions, and a zone for the main facility building, called EDDot.

The document is based on Law 2/2016, of February 10, on the Land of Galicia (LSG) and Decree 143/2016, of September 22, which approves its regulation (RLSG), with subsidiary application of the sectoral legislation derived from the facility use.

Building conditions

The regulations set the construction parameters for the future health center:

  • Maximum above-ground occupancy of 20% of the area’s surface.
  • Maximum height of two floors or 7 meters, measured from the ground level to the start of the roof.
  • Minimum setbacks of 5 meters from the plot boundaries.
  • Resulting slopes that shall not exceed 3 meters in height.
  • Prohibition of urban subdivision throughout the area.

The building must integrate into the rural and urban periphery landscape, and the maintenance of the natural state or the planting of trees on at least half of the unoccupied surface of the plot shall be guaranteed.

Landscape and environmental integration

The plan incorporates criteria for landscape integration and sustainable water and waste management. Thus, it provides for the use of native species, sustainable drainage systems, separate sanitation networks, and the reuse of rainwater, as well as the prohibition of the use of herbicides within the sector. The possibility of incorporating alternative energy production systems and charging points for electric vehicles is also contemplated.

Relationship with the provincial road

Given the adjacency of the area to the provincial road DP-0205 (Bertamiráns–Ramallosa), the building limit line is located 7 meters from the outer edge of the roadway. Any work affecting the public road domain —service crossings, new accesses, or parallel piping— will require prior authorization from the Provincial Council of A Coruña, in accordance with the technical conditions of the report dated November 5, 2024 (ref. SATM/urbTEO2024_053).

Against the final approval agreement, which concludes the administrative process, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months. The approval of this plan represents a decisive step toward providing a neighborhood health center in Ramallosa, which will provide healthcare services to the population of Teo and the surrounding area.
