Tarifa approves the urbanization of the Albacerrado sector by Metrovacesa

The Tarifa City Council has approved the urbanization project for sector SUS-TA-02 “Albacerrado”, promoted at the initiative of METROVACESA, S.A., via Mayoral Decree number 1575, dated May 8, 2026. The resolution, made public for general knowledge, appears in the Official Gazette of the Province of Cádiz number 169, dated September 2, 2026 (pages 21 and 22), under official reference No. 275.701 and file PG-5/2021.
A long-term processing project
The urbanization project for sector SUS-TA-02 “Albacerrado” develops the planning established in the Partial Planning Plan for the Sector, definitively approved by the City Council Plenary in the ordinary session of December 20, 2022, as well as the “North Link” General Road System provided for in the specific modification of the Tarifa PGOU (General Urban Development Plan). The processing has extended since August 2021, when the first document was submitted, with successive versions of the project and the extension of guarantees.
The file has incorporated favorable reports from various bodies, including those from the Municipal Technical Public Works Engineer and the Municipal Architect, which conclude that the project is compatible with the current urban planning.
Key figures of the action
The approval sets the main economic magnitudes of the urbanization:
- Urbanization fee: €6,115,032.32, according to the approved settlement with an applicable rate of 1.40%.
- Urbanization guarantee: €999,808.57, equivalent to 7% of the provisional urbanization expense account, which amounts to €14,282,979.49.
- Waste management guarantee: €66,594.40.
- Material execution budget of the project: €6,115,032.32, excluding items for waste management, quality control, health and safety, and archaeological monitoring.
The urbanization guarantee is considered sufficient in accordance with article 195.3 of the General Regulation of Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), approved by Decree 550/2022, of November 29.
Impact on water supply
One of the most relevant aspects of the action is its impact on the water supply of the urban center of Tarifa. The report from the Municipal Technical Public Works Engineer, dated November 21, 2025, concludes that the current high-pressure supply system is insufficient to meet summer peaks, even without the incorporation of the urbanization.
The alternative proposed by METROVACESA, S.A., which includes the recirculation of wash water through ultrafiltration, the construction of a third regulating tank of 3,000 m³, and the expansion of the DWTP (Drinking Water Treatment Plant) with a third treatment line, is considered valid to guarantee the supply of drinking water to the urbanization and the urban center, subject to the approval of the construction projects and favorable reports from the concessionaire AQUALIA.
Signature and appeals
The decree, dated in Tarifa on August 19, 2026, is signed by the mayor-president, José Antonio Santos Perea, with the intervention of the acting general secretary, Francisco Javier Ochoa Caro, and the legal advisor Francisco Antonio Ruiz Romero. An appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Algeciras.
The approval of the urbanization of the Albacerrado sector represents a decisive step for the urban development of Tarifa, while simultaneously conditioning the improvement of the municipality’s water supply infrastructures, a matter of particular sensitivity for residents given the summer demand peaks.
