The Government of Andorra has concluded the eligible hunting period for male mouflon in the east management unit, on common hunting grounds, for the years 2026-2027. The decision is formalized by the Ministerial Order of 10-14-2026, signed by the Minister of Environment, Agriculture, and Livestock, Guillem Casal Font, and is published in the Official Bulletin of the Principality of Andorra (BOPA) No. 118, dated October 15, 2026, within the Other Provisions section. The closure is a response to the achievement of all authorized male captures in the hunting plan.

The provision is part of the deployment of Andorran hunting regulations, and its statement of motives links the rules that support it. The text recalls that the matter is governed by Law 18/2024, of December 19, on hunting, and by the Hunting Regulations, approved by decree on June 4, 2025, which has been modified on two recent occasions: by Decree 263/2025, of July 23, 2025, and by Decree 362/2026, of September 23, 2026.

The order is issued in accordance with Article 2, section 5, subsection viii, of the Ministerial Order of 6-30-2026 regarding the hunting season and hunting plans for the years 2026-2027. This precept is what enables the head of the ministry to declare the end of the eligible period when the captures assigned to a specific management unit are exhausted.

A closure due to exhausted quota

The hunting plan for the mouflon population of the east management unit provided for two male captures on common hunting grounds. Once it was confirmed that both had been achieved, the order declared the eligible period for this type of capture finished.

The sole article of the provision lists this circumstance as the exclusive basis for the measure: since the two granted captures have been carried out, the eligible period of the male mouflon hunting plan in the east management unit is declared finished. No additional conditions or transitional periods are added.

Invoked regulatory framework

  • Law 18/2024, of December 19, on hunting.
  • Hunting Regulations, approved by decree on June 4, 2025.
  • Decree 263/2025, of July 23, 2025, amending the Hunting Regulations.
  • Decree 362/2026, of September 23, 2026, amending the Hunting Regulations.
  • Ministerial Order of 6-30-2026, regarding the hunting season and hunting plans for the years 2026-2027.

Entry into force and scope

The order enters into force on the same day it is published in the BOPA, that is, October 15, 2026. The text is made public “for general knowledge” and bears the date of Andorra la Vella, October 14, 2026.

The measure directly affects hunters and hunting managers operating in the east management unit, who will no longer be able to capture male mouflon in this area for the remainder of the 2026-2027 season. The decision does not alter other types of capture or other management units, which continue to be governed by the season order of June 30.

With this order, the ministry is closing the hunting of male mouflon in the east unit early because the fixed quota has already been consumed, a measure that provides hunters and managers with a clear rule on the ground: any additional capture of this type in the affected area would fall outside the current plan. The mechanism confirms that the Andorran system of hunting plans operates by closed quotas and that their exhaustion is communicated immediately through the official bulletin.
