Talayuela definitively approves its municipal Regulations for Honors and Distinctions
Por FactBox Admin

The Talayuela City Council has declared its Regulations on Honors and Distinctions definitively approved, the rule that establishes which municipal recognitions may be granted, to whom, and through what procedure. The agreement is published in full in the Official Gazette of the Province of Cáceres no. 0186, dated September 29, 2026, in Section I - Local Administration, pages 22139 to 22147, with the official reference BOP-2026-4516. The text will enter into force once published in full in the gazette and after fifteen business days have elapsed, in accordance with article 70.2 of Law 7/1985, of April 2, regulating the bases of the local regime.
The Plenary of the City Council, in an extraordinary session held on June 26, 2026, initially approved the regulations and agreed that they would be definitively approved if no claims or suggestions were presented. The initial approval was subject to public consultation for 30 business days, with an announcement inserted in the Official Gazette of the Province of Cáceres no. 0125, dated July 3, 2026, and on the municipal electronic office. Between July 3 and August 14, 2026, both inclusive, no opinions or suggestions regarding the text were submitted.
The regulation is issued in exercise of the regulatory and self-organization power recognized for municipalities by articles 4.1.a) and 84 of Law 7/1985 and complies with Royal Decree 2568/1986, of November 28, which empowers city councils to reward merits or extraordinary services. The regulations consist of 27 articles, one final provision, and five chapters, and the announcement appears signed by the mayor, Roberto Baños Martín, dated August 20, 2026.
The distinctions created by the regulations
All rewards are exclusively honorary in nature and do not grant any administrative or economic right. The text outlines the following figures:
- Medal of the town of Talayuela: oval, 4 centimeters wide by 5.5 high, with the town’s coat of arms on the obverse and the image of the Virgin of the Assumption, patron saint of the municipality, on the reverse; it hangs from a red and silver cord. It is limited to five simultaneous numbered medals for natural persons, on a lifelong basis, and a vacancy is only filled when a holder passes away.
- Favorite Daughter or Son: reserved for persons born in the municipality.
- Adoptive Daughter or Son: open to persons not native to Talayuela.
- Official Chronicler: honorary title for those who stand out in the study, research, and dissemination of local history, with a maximum of two appointments.
- Honorary Mayor and Honorary Councilor: lifelong positions without governing powers, although invested with representative functions outside the town.
- Other distinctions: naming of squares, avenues, streets, buildings, or parks, commemorative plaques, and monuments or statues.
Who can propose and how it is processed
The granting requires the prior instruction of a file and can only be promoted by the Mayor’s Office, the Local Government Board by unanimous agreement, one-third of the members of the Corporation, entities or associations of recognized prestige, or any resident with the support of 5% of the signatures of the electoral census. The proposal requires a prior report from the Information Commission on Education, Culture, and Sports.
The file is initiated by decree of the Mayor’s Office, which appoints an instructor and secretary, and is submitted for public information for one month. The instructor then submits their proposal to the information commission, which issues a ruling, and the Plenary decides by an absolute majority of the legal number of members. Each grant is published in the Official Gazette of the Province of Cáceres, entered into the municipal Book of Honors and Distinctions, and communicated to the Department of the Regional Government of Extremadura competent in the registry of symbols, treatments, and honors of local entities. Distinctions to the House of Her Majesty only require prior consultation.
Revocation and use of the insignias
Chapter five allows for the deprivation of distinctions, regardless of the date of granting, for those who commit faults such as the commission of a criminal act or public and notorious uncivil acts. The agreement requires the same number of votes as the granting and is preceded by a proposal and a confidential report from the Mayor’s Office. Improper use will be brought to the attention of the Public Prosecutor’s Office and may lead to financial penalties.
Beneficiaries may freely use their distinction, except in acts that would bring discredit to the town. Medalists, Favorite and Adopted Sons, Official Chroniclers, and Honorary Members shall be expressly invited to solemn acts and shall occupy a place immediately adjacent to that of the members of the Corporation.
The regulation provides Talayuela with a stable and predictable framework to publicly recognize individuals and entities that have contributed to the progress, prestige, or well-being of the municipality, and for the first time organizes the procedure, limits, and registry of these honors.
