Talavera la Real approves 50% bonuses on the construction tax

The Talavera la Real City Council has finalized the modification of the Fiscal Ordinance regulating the Tax on Constructions, Installations, and Works (ICIO), which incorporates three 50% bonuses on the tax quota. The agreement is published in the Official Gazette of the Province of Badajoz No. 185, dated September 28, 2026, via Announcement 3737/2026, within the Local Administration section. The regulation comes into force after no claims were filed during the public exhibition period, which automatically elevates the provisional plenary agreement to final status.
The text is made public in compliance with Article 17.4 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The modification affects Article 8 of the ordinance, dedicated entirely to bonuses, and is signed by the mayor, Manuela Sancho Cortés. The plenary agreement that originated the reform had been provisionally approved and was pending only the public information process, which was resolved without objections.
Three 50% bonuses
The new Article 8 establishes three cases for reduction, all of them 50% of the quota:
- Works, constructions, or installations declared of special municipal interest or utility due to social, cultural, historical-artistic circumstances, or employment promotion.
- Works that incorporate systems for the thermal or electrical utilization of solar energy intended for self-consumption.
- Works referring to subsidized housing (VPO).
The three bonuses are cumulative. The text specifies that the reduction for solar installations is applied to the quota resulting from the application, where applicable, of the municipal interest bonus, and that the subsidized housing bonus is calculated on the quota resulting after applying the previous two.
Requirements to qualify for the discount
The bonus for municipal interest or utility requires an express declaration by the Plenary of the Corporation, which must be agreed upon by a simple majority of its members and upon request by the taxpayer. This request must be submitted at the time of applying for the building permit, not afterwards.
In the case of solar self-consumption, the application of the bonus is conditional on heat production installations including collectors that have the corresponding approval from the competent Administration. For subsidized housing, the published text adds no additional requirements beyond the nature of the property.
Deadlines and appeal process
An administrative appeal may be filed against the final agreement within two months starting from the day following the publication of the announcement. The challenge process is supported by Article 19 of the consolidated text of the Law Regulating Local Treasuries and Article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
The publication of the full text of the ordinance in the provincial bulletin closes the municipal processing and opens the period of validity of the new fiscal regulation.
The measure reduces the tax burden by half for those who build, install, or renovate within the municipality, with a direct incentive for the installation of solar self-consumption and the promotion of protected housing. For developers and individuals, the savings require submitting the application in advance: in the case of works of municipal interest, the procedure must accompany the license request, such that anyone who does not do so at that time will lose the bonus.
