Tórtola de Henares announces two laborer positions for unemployed people

The Tórtola de Henares City Council has announced a selection process to hire two unemployed people from vulnerable groups as multi-service laborers, within the framework of the 2026 Active Employment Support Program. The call is published in Official Bulletin of the Province of Guadalajara number 155, of August 14, 2026, which publicizes the modification of the regulatory bases approved by Mayor’s Resolution 2026-320, of August 12.
The announcement modifies the bases of the employment plan published in Official Bulletin of the Province of Guadalajara number 150, of August 7, 2026, and is processed under file number 164/2026. The program is covered by Order 46/2026, of April 7, of the Regional Ministry of Economy, Enterprises and Employment of Castilla-La Mancha (DOCM number 66, of April 9, 2026), which regulates subsidies for the Active Employment Support Program and makes its call for 2026. The two hires will be assigned to the municipal project “Road infrastructure and public service installations.”
Two laborer positions for six months
The contracts, linked to employment activation programs in accordance with the ninth additional provision of Law 3/2023, of February 28, on Employment, will have the following conditions:
- Number of positions: two.
- Professional category: multi-service laborer / operator.
- Duration: 180 calendar days, equivalent to six months.
- Full-time schedule of 35 hours per week, Monday to Friday, except for service needs.
- Remuneration: current minimum interprofessional wage, with the proportional part of extra payments.
- Probationary period: one month.
Who the call is aimed at
Applicants must be registered as unemployed job seekers at the Emplea Offices of Castilla-La Mancha and belong to one of the vulnerable groups in Article 16 of Order 46/2026:
- People aged 30 to 66 who do not receive contributory benefits; under 30 or over 66 with family responsibilities; self-employed workers who have exhausted their benefit and caregivers of dependent persons.
- People with a recognized disability equal to or greater than 33%.
- Low-skilled young people, aged 18 to 29 or registered in the National Youth Guarantee System.
- Women victims of gender violence, for whom at least 15% of the contracts are reserved.
- People with autism spectrum disorders and victims of human trafficking.
- LGBTI groups protected by Law 5/2022, of May 6, who prove dismissal or labor discrimination by final judgment.
- Workers dismissed for collective or objective reasons (Articles 51 and 52.c) of the Workers’ Statute) with at least two years of seniority.
Deadline and submission procedure
The deadline for submitting applications is ten business days from the day following the publication of the rules in the BOP of Guadalajara, made on August 14, 2026. Applications, addressed to the Mayor’s Office, may be submitted at the General Registry of the Tórtola de Henares City Council, Monday to Friday from 9:00 AM to 2:00 PM, or electronically in accordance with article 16.4 of Law 39/2015, of October 1. Together with the application (Annex I) and the responsible declaration (Annex II), the following must be provided: DNI or NIE, job demand card, report of registration periods, certificate of benefits and employment history reports of the family unit; the annexes are available at tortoladehenares.es and at the municipal electronic office.
Selection by competition and scoring
The selection will be carried out by competition, in a single phase of merit assessment carried out by a Selection Committee made up of a chair, a secretary and three members. The scoring scale awards:
- Time in unemployment: 0.1 points for each additional three months, up to 1.6 points.
- Economic capacity of the family unit: up to 4 points depending on the income bracket.
- Personal circumstances (all members unemployed, without benefit and with dependents, large family): up to 1 point.
- Degree of disability: from 0.25 to 1 point.
- Status as a victim of gender-based violence: 1 point.
- Professional experience in similar positions: 0.1 points per month, up to 5 points.
In the event of a tie, preference will be given to those who were not hired in the call of Order 220/2024, of December 27, and, among the groups provided for, persons over 50 years of age.
This call turns the temporary hiring of two residents of the region into a real employment opportunity, with priority for the most vulnerable profiles: long-term unemployed, victims of gender-based violence, persons with disabilities and unqualified young people. It also reinforces the maintenance of municipal infrastructure and public services for six months. Against the rules, which exhaust the administrative route, an appeal for reconsideration may be filed within one month before the Mayor’s Office and, subsequently, a contentious-administrative appeal before the Contentious-Administrative Court of Guadalajara.
