Tàrrega announces four municipal brigade positions for unemployed persons

Tàrrega convoca quatre places de brigada municipal per a aturats

The Tàrrega City Council has announced the selection process for the ACOL line of the Work and Training program (SOC-TRFO ACOL) to fill four job positions in the municipal brigade, aimed at non-EU migrants who are unemployed. The call, approved by Mayoral Decree 2026/934 of August 11, 2026, is published in full in the Official Gazette of the Province of Lleida number 175, dated September 14, 2026 (edict 7651, CVE BOP-2026_0_175_7651, pages 1-12).

The process is part of the early call for the year 2026 for the ACOL line, opened by Resolution EMT/4795/2025 of December 19, and is governed by the regulatory bases of Order EMT/89/2024 of April 24, modified by Order EMT/155/2024 of July 8. The objective of the program is to improve the employability of unemployed workers with special vulnerability and difficulties accessing the labor market through employability improvement projects.

Four job positions in the municipal brigade

The positions to be filled correspond to three categories of the Tàrrega municipal brigade:

  • Service brigade workers: general maintenance manual work in the areas of construction, painting, electricity, gardening, and masonry, transport of materials, and support for activities and emergencies.
  • Street cleaning workers: cleaning of public roads, emptying of bins, cleaning of parks, and use of tools such as blowers or high-pressure water cleaners.
  • Municipal facility cleaning workers: cleaning of public premises, windows, floors, furniture, and restrooms, with care for materials and compliance with occupational risk prevention.

The hiring of the selected individuals will be conditional upon the final resolution of the grant that guarantees the funding of the ACOL line by the Public Employment Service of Catalonia (SOC), and the obtaining of the temporary residence and work authorization for social ties (arrelament social).

Who can participate and how it is evaluated

The target recipients are non-EU migrants who have received a temporary residence authorization for exceptional circumstances and a work authorization for others due to social ties, based on the pre-contract made by the beneficiary entity. People included in the procedure of additional provision 21a of Royal Decree 1155/2024 of November 19, modified by Royal Decree 316/2026 of April 14, may also participate.

The selection procedure will be a competition, with a maximum score of 100 points, and priority will be given to people in situations of vulnerability:

  • Persons with 5 or more years of residence in the territory.
  • Persons with economically dependent family members living in Catalonia, especially those with functional diversity or in a single-parent situation.
  • Persons in a situation of homelessness or housing vulnerability.
  • Women in situations of gender-based violence, victims of human trafficking or sexual exploitation.
  • Young former foster children under 30 years old, persons with functional diversity, persons aged 45 or older and 25 or younger, and persons discriminated against based on sexual orientation or gender identity.

The personal interview is mandatory and a single-call event, with a maximum score of 10 points, and assesses technical competencies, motivation, availability, and linguistic competencies.

Deadlines and submission of applications

Applications may be submitted through any of the forms provided for in article 16.4 of Law 39/2015, of October 1, on the common administrative procedure. The submission period will be 20 business days counted from the day after the publication of the call announcement in the Official Provincial Gazette.

The application must be accompanied by the participation request, a passport or NIE with a minimum validity of 4 months, the historical census certificate (empadronament), the family book if applicable, and documentation proving the situation of vulnerability. The forms and the rules can be requested at the Tàrrega City Council, at plaça Major, 1, and on the municipal website www.tarrega.cat, where all subsequent announcements of the process will be published.

An opportunity for labor insertion for vulnerable groups

The call, signed by Mayor Rosa Maria Perelló Escoda, represents a path to labor insertion for migrants in a situation of unemployment and special vulnerability, in a municipality that bets on public contracting as a tool for social cohesion. Interested parties have twenty business days from the official publication to formalize their application and opt for one of the four positions in the municipal brigade.
