Sweden regulates municipal cadastral use of Lantmäteriet case-management systems

The Swedish Government has issued a new regulation on the use of case-management systems and other technical processing support by municipal cadastral authorities, published in Svensk författningssamling on 9 September 2026. The regulation, SFS 2026:1776, was issued on 3 September 2026 and enters into force on 1 January 2027.

The regulation sets out the framework under which municipal cadastral authorities use the technical support provided by Lantmäteriet, the national mapping, cadastral and land registration authority. It is issued on the basis of section 5 b of the Act on Municipal Cadastral Authorities (1995:1393) and Chapter 8, section 7 of the Instrument of Government.

Scope and duties of Lantmäteriet

Under the new rules, Lantmäteriet must provide the technical support — covering case-management systems and other processing tools — used in the cadastral proceedings of municipal authorities. The authority is required to cooperate continuously with the municipal cadastral authorities on the design and content of these systems and to give them an opportunity to comment before any major change is made.

Lantmäteriet may also issue regulations on which systems must be used, the requirements for connection and use, and the handling of personal data by processors under Article 28.3 of the General Data Protection Regulation (Regulation (EU) 2016/679). Information handled by municipal authorities in these systems is stored by Lantmäteriet only as part of technical processing and storage on behalf of others.

Fees with full cost recovery

Lantmäteriet is required to charge fees for the use of the technical systems, set as an annual fee. The fees must:

  • be based on the principle of full cost recovery, covering only development, ongoing operation, investment and related costs;
  • be kept as even as possible over time;
  • be distributed among the municipal cadastral authorities in proportion to their turnover, or, for new authorities, their expected turnover.

Lantmäteriet may issue further regulations on these fees and must give the municipal authorities an opportunity to comment before any such regulations are adopted.

Access may be refused

The regulation also gives Lantmäteriet the power to refuse access to the technical systems for any municipal cadastral authority that does not meet the requirements of the regulation or of regulations issued under it. The regulation was signed on behalf of the Government by Andreas Carlson and presented by Jonas Ragell of the Ministry of Rural Affairs and Infrastructure.

The new rules affect all municipal cadastral authorities in Sweden, which will need to align their use of Lantmäteriet’s systems with the new fee and access framework from the start of 2027.
