Sweden expands Lantmäteriet's role to support municipal cadastral authorities

The Swedish Government has issued a new regulation amending the instruction for Lantmäteriet, the national mapping, cadastral and land registration authority, adding duties to provide technical support to municipal cadastral authorities and to exercise supervision over them. The changes, published in Svensk författningssamling on 9 September 2026 as SFS 2026:1777, were issued on 3 September 2026 and enter into force on 1 January 2027.
The regulation amends sections 5, 12 and 30–30 c of the instruction ordinance (2009:946) for Lantmäteriet. It was signed on behalf of the Government by Andreas Carlson, with Jonas Ragell of the Ministry of Rural Affairs and Infrastructure as rapporteur.
New duties toward municipal cadastral authorities
Section 5 of the instruction is expanded with two new tasks. Lantmäteriet must now provide the technical support used for cadastral proceedings at the municipal cadastral authorities, and it must exercise supervision over those authorities.
- Provide technical support — case-management systems and other technical handling support — for all cadastral proceedings at municipal cadastral authorities.
- Exercise supervision over the municipal cadastral authorities.
- Continue to provide training, guidance, handbooks and similar support for all cadastral proceedings at the cadastral authorities.
The technical support duty is tied to the companion regulation SFS 2026:1776 on case-management systems and other handling support at cadastral authorities, which governs how municipal authorities use the systems and the fees for that use.
Updated fee provisions
The regulation also revises the fee rules in sections 30–30 c. Lantmäteriet must charge fees for providing basic geographic and property information, including the general maps, for providing mortgage-deed information, and for training and support supplied to municipal cadastral authorities.
- Fees for providing geographic and property information to the Försvarsmakten (Swedish Armed Forces).
- Fees for granting rights to use geographic and property information.
- Fees for commissioned work, service exports, and for releasing documents larger than A4 and printouts from the register map.
Fees under section 30 (1–3 and 5) are to be set so that total fees cover Lantmäteriet’s costs of providing and making available the services, and contribute to the costs of building, operating, updating and developing systems, databases and information. Fees under section 30 (8) are to correspond to the self-cost of copying or printing and may not include compensation for retrieving or restoring the document.
Exemptions and rule-making
Section 30 a lists cases where no fee is charged, including information that must be made available free of charge under the Act on the public sector’s re-use of data (2022:818), and information from the property register, register map and joint-property association register supplied electronically to a state authority that is not a commercial agency. Section 30 b authorises Lantmäteriet to issue regulations on the size of the fees, and section 30 c applies the provisions on written decisions and appeals in the Fees Ordinance (1992:191) to fees charged under section 30 (8).
The reform gives Lantmäteriet a clearer supervisory and support role over the municipal cadastral authorities, which handle a large share of cadastral proceedings in Sweden. For municipalities and property owners, the new fee structure aims to align charges with the actual costs of the systems and information services, while keeping certain public data free of charge.
