Sweden expands cadastral survey fees to cover registry and technical costs

The Swedish Government has amended the ordinance on fees for cadastral surveys so that taxe fees now also cover the costs of entering data in the property register and of Lantmäteriet’s technical support. The change is set out in SFS 2026:1778, an ordinance amending the ordinance (1995:1459) on fees at cadastral surveys, issued on 3 September 2026 and published in Svensk författningssamling on 9 September 2026.

The amendment, signed on behalf of the Government by Andreas Carlson and Jonas Ragell of the Ministry of Rural Affairs and Infrastructure, revises section 2 of the 1995 ordinance and inserts a new section 2 a. It enters into force on 1 January 2027.

What the new fee covers

Under the new section 2 a, taxe fees decided under the ordinance must also include two categories of cost that were previously outside the fee base:

• the cadastral authority’s costs for entry in the property register (fastighetsregistret), and
• the costs of Lantmäteriet’s responsibility under section 5, point 11 of the ordinance (2009:946) with instructions for Lantmäteriet, and under section 2 of the ordinance (2026:1776) on case-management systems and other processing support at cadastral authorities.

The reference to the new ordinance (2026:1776) ties the fee reform to the modernised administrative systems that cadastral authorities are required to operate, meaning the technical support behind property registration is now explicitly financed through the fees charged to customers.

Scope of the amended ordinance

Section 2 of the 1995 ordinance, which defines what counts as a cadastral survey for fee purposes, is retained with its latest wording from 2022:364. It continues to cover, among other things, the approval of agreements under section 43 and of amendments under section 43 a of the Anläggningslagen (1973:1149), the registration of share ratios under section 24 a of the same law, and the release of property fixtures under section 12 a of the Ledningsrättslagen (1973:1144).

The reform therefore applies across the full range of cadastral procedures, from boundary and land-division surveys to the registration of easements and shared facilities, and affects both property owners and other customers who commission such surveys.

Impact on property owners and customers

By folding registry-entry and technical-support costs into the taxe fee, the Government shifts a larger share of the administrative burden onto the parties who request cadastral surveys. Property owners, developers and municipalities that commission surveys will see the fee base widen from 1 January 2027, while the state’s Lantmäteriet recovers more of its operating costs directly from users.

The change is part of a broader effort to make the cadastral system self-financing and to align fee-setting with the actual cost of the digital and administrative infrastructure that underpins property registration in Sweden.
