Superintendency sets maintenance fee for the Appraisers Registry in 2026

The Superintendency of Industry and Commerce set the monthly maintenance fee for the Open Registry of Appraisers (RAA) at $7,475.45 for the 2026 term. The decision, adopted through Resolution number 71204 of 2026 and signed by the general secretary Paula Susana Ospina Franco, was published in Official Gazette number 53,620 on September 9, 2026, and will take effect on October 1, 2026.

Law 1673 of 2013 regulated the activity of the appraiser and created the Open Registry of Appraisers (RAA), which is managed and under the responsibility of the Recognized Self-Regulation Entities (ERA). Pursuant to Decree number 1074 of 2015 and Title IX of the Superintendency’s Single Circular, this authority is competent to set the fee annually based on the economic study provided by the ERAs that maintain the registry.

The fee and who pays it

The maintenance fee must be paid monthly by each Recognized Self-Regulation Entity (ERA) to the registry operator, and its payment cannot be conditioned upon the payment of the amounts assumed by each appraiser toward their ERA. The value corresponds to $7,475.45 for each registered appraiser, equivalent to 0.00644 SMMLV and 0.748 UVB.

  • The fee is paid for each registered appraiser, as of the last calendar day of the previous month.
  • The operator must issue a monthly official certification of the number of registered appraisers, breaking down the amount corresponding to each ERA.
  • The certification is delivered within the first three calendar days of the following month, accompanied by the electronic invoice.
  • Payment is made in arrears, within the first ten calendar days of the following month.

How the fee was calculated

The economic study was provided by the National Appraiser Self-Regulatory Corporation (Corporación Ana), the ERA that maintains the registry, and was reviewed and adjusted by the Economic Studies Working Group (GEE) of the Superintendency. The technological operator of the registry is the company SEED EM S.A., whose annual contract amounted to $472,000,000 as of December 31, 2025.

  • The registry had 5,571 registered appraisers as of December 31, 2025.
  • The GEE applied the inflation of the previous year (5.10%, according to DANE) plus one percentage point of labor productivity, for a total adjustment of 6.10%.
  • The Appraiser Self-Regulatory Body (ARAV) submitted observations to the project, which were analyzed and answered by the GEE on September 3, 2026.
  • The fee will be updated annually based on the inflation caused plus labor productivity (CPI+1%).

Deadlines and sanctions

The resolution repeals Resolution number 86780 of 2025 and takes effect as of October 1, 2026. Failure by the ERAs to pay the fee may lead to the measures and sanctions provided for in articles 59 and 61 of Law 1480 of 2011.

The setting of this fee guarantees the operation and maintenance of the Open Registry of Appraisers (RAA) platform, which is the basis for transparency and equity in the activity of the more than 5,500 registered appraisers in the country, and expressly separates this contribution from the individual fee that each appraiser contributes to their ERA.
