Sunarp creates Transitional Chamber of the Registry Tribunal in Lima

The National Superintendency of Public Registries (Sunarp) formalized the creation of one (1) Transitory Chamber of the Registry Tribunal in the city of Lima, which will operate from October 1, 2026, until March 31, 2027. The measure was officialized through Resolution No. 00198-2026-SUNARP/SN, signed by the national superintendent Armando Miguel Subauste Braesco and published in the Official Gazette El Peruano on Monday, September 14, 2026.

The decision responds to the urgent need to adopt measures to resolve the issue of the high existing workload in the Registry Tribunal, with the objective of making the registry service provided by said body to citizens and companies more swift, efficient, and effective.

Regulatory Framework and Background

The creation of the chamber is based on Law No. 26366, the Law creating the National System of Public Registries and the Superintendency of Public Registries, as well as the Integrated Text of the Sunarp Organization and Functions Regulations, approved by Resolution No. 125-2024-SUNARP/SN, and the Registry Tribunal Regulations updated via Resolution No. 163-2022-SUNARP/SN.

The agreement was adopted by the Board of Directors in its session No. 525 on September 10, 2026, which authorized the national superintendent to formalize the creation and implementation of the chamber. The request originated from the president of the Registry Tribunal through Official Letter No. 1542-2026-SUNARP/TR/PT, in which the increase in case files was warned and the creation of one permanent and one transitory chamber was requested.

Structure of the Registry Tribunal

The Registry Tribunal has national jurisdiction and is composed of the presidency and the chambers, whose number and physical location are determined by the Board of Directors. It currently has five decentralized and itinerant chambers:

• First, second, and third chambers, based in the city of Lima.
• Fourth chamber, based in the city of Trujillo.
• Fifth chamber, based in the city of Arequipa.
• Transitory chambers created by the Board of Directors, whose physical location is also determined by this body.

Scope of the Measure

The new Transitory Chamber is added to the existing structure on a temporary basis, and the corresponding organs of Sunarp must carry out the pertinent actions for its proper implementation. The resolution was issued with the endorsement of the General Management, the Office of Planning, Budget and Modernization, the Human Resources Management Office, and the Legal Advisory Office.

The measure seeks to expedite the resolution of registry appeals, a key procedure for the registration of acts and contracts in the Public Registries that integrate the National System, within the framework of a process of simplification, integration, and modernization of the registries.

Impact for citizens

With the implementation of this transitional chamber, Sunarp expects to reduce the processing times for appeals and decongest the accumulated workload of the Registrar Tribunal, directly benefiting users who rely on the legal certainty of their registrations. The measure, which is temporary in nature, will allow for the evaluation of the actual demand for the service and lay the groundwork for a potential permanent expansion of the instance’s resolution capacity.
