The Government of the Brussels-Capital Region adopted, on July 9, 2026, a decree granting a subsidy of 150,000 euros to the non-profit organization Brulocalis to cover three recurring missions relating to subsidies and local democracy for the 2026 financial year. The decision is published in the Belgian Official Gazette (Moniteur belge) No. 207 of September 14, 2026, page 49904, under the official reference [C − 2026/006261].

The decree, signed by Minister-President B. Dilliès and the Minister in charge of Local Authorities A. Laaouej, is based notably on the ordinance of April 4, 2024, establishing the Public Finance Code of the Brussels-Capital Region and on the ordinance of March 28, 2026, containing the general expenditure budget for 2026. The subsidy is charged to basic allocation 40.041.01.34.43.40 of budget item 40.041.08, which provides for a commitment credit of 752,773,000 euros.

Three funded missions

The subsidy, paid to the non-profit Brulocalis, whose registered office is located at rue Royale 168, 1000 Brussels, is divided between three distinct missions:

  • 30,000 euros for the development and updating of the database of subsidies accessible to Brussels local authorities;
  • 60,000 euros for the maintenance of a support tool for Brussels municipalities regarding European projects;
  • 60,000 euros for the organization of the European platform for citizen participation in 2026.

For this third mission, 27,500 euros are allocated to the internal coordination costs of Brulocalis, and 32,500 euros to the support of events, including 25,650 euros for projects led by municipalities and CPAS (Public Social Welfare Centres) and 6,850 euros for virtual or in-person workshops.

Payment and justification terms

The subsidy is liquidated in two installments to the beneficiary’s IBAN account BE60 0910 1159 5670:

  • an advance of 50% (75,000 euros) paid upon the signing of the decree, against the submission of three evaluation dashboards and a claim for payment submitted no later than June 30, 2026;
  • the balance, after receipt and analysis of the supporting documents submitted to Bruxelles Pouvoirs locaux, Grants and Equality Department.

Supporting documents must be submitted no later than April 30, 2027, to the Regional Public Service of Brussels. These include, in particular, the 2026 individual staff accounts, calculated pro rata to the working time devoted to each mission and based on federal scales increased by 10%.

Scope of the decision

The decree takes effect on January 1, 2026. By supporting Brulocalis, the Region intends to strengthen the information provided to municipalities, enhance the image of the territory, and involve the regional population in local and participatory democracy, with particular attention paid to target audiences for equal opportunities and digital inclusion. The beneficiary must mention the support of Brussels Local Authorities during the event and in all its publications.
