STPS y Ciudad de México ajustan subsidio de 6.3 millones para Centros de Conciliación

The Ministry of Labor and Social Welfare and the Government of Mexico City signed an amending agreement that sets the federal subsidy destined for the creation, strengthening, and improvement of the capital’s Labor Conciliation Centers at 6,289,129.46 pesos. The instrument was signed on September 10, 2026, and was published this Monday, October 19, in the Official Gazette of the Federation, with the obligation to utilize the resource no later than November 30, 2026.

The agreement modifies the original accord signed on June 26, 2026, and published in the Official Gazette of the Federation on August 6 of that year. That instrument derived from the 2017 constitutional reform regarding labor justice and the 2019 decree that established mandatory pre-judicial conciliation: before appearing before Labor Courts, workers and employers must go through the local conciliation instance.

The budgetary framework is Program U 100 “Subsidies to federal entities for the implementation of the Reform to the Labor Justice System,” provided for in the 2026 Federation Expenditure Budget, and the Guidelines published on December 18, 2025. The Project Evaluation Committee approved the Mexico City project and notified the resolution on June 26, 2026.

What the amending agreement changes

The instrument reforms fourteen clauses of the main agreement: SECOND, THIRD, FIFTH, SIXTH, SEVENTH, EIGHTH, NINTH, TENTH, TWELFTH, THIRTEENTH, FIFTEENTH, SIXTEENTH, SEVENTEENTH, and TWENTIETH. It also updates the declarations of Mexico City, which now appears through the Ministry of Administration and Finance and not the Ministry of Finance.

The signatories are:

  • For the Ministry of Labor and Social Welfare: David Alejandro Jiménez Padilla, head of the Liaison Unit for the Reform to the Labor Justice System, and Hanzel Homero Alvizar Bañuelos, head of the Administration and Finance Unit.
  • For Mexico City: Martha Guadalupe Arellano Jasso, interim general director of the Labor Conciliation Center of Mexico City and project manager, and Juan Pablo de Botton Falcón, head of the Ministry of Administration and Finance.

Allocation, deadlines, and verification

The resources will be allocated to Mexico City through a specific account at BBVA México (account 0127779275, CLABE 012180001277792757) and the Ministry of Administration and Finance must transfer them to the Labor Conciliation Center of Mexico City within a maximum period of ten business days, to an account at Banco Mercantil del Norte (account 1374044210, CLABE 072180013740442106).

The calendar of obligations is as follows:

  • November 30, 2026: deadline to exercise the federal resource according to the submitted project.
  • December 1, 2026: written notification of remaining balances and financial returns.
  • December 15, 2026: delivery of the project closing act, signed by the responsible authorities.
  • December 31, 2026: verification of the reimbursement to the Treasury of the Federation and expiration of the agreement.

The entity must submit quarterly reports by category within ten business days following the close of each quarter. For furniture and information technologies, the acquisition of goods and services is permitted with an increase of up to 20% over the approved unit prices, without exceeding the authorized amounts.

Reimbursements, sanctions, and oversight

The resources retain their federal character and financial returns must be reimbursed to the Treasury of the Federation. If the Ministry of Labor and Social Welfare detects non-compliance or inconsistencies, it may terminate the agreement and order the full restitution of the resources, in addition to informing the oversight bodies.

Oversight corresponds to the Ministry of Labor and Social Welfare itself, the Ministry of Finance and Public Credit, the Ministry of Anti-Corruption and Good Governance, and the Superior Audit of the Federation, without prejudice to the powers of the capital’s Secretariat of Comptrollership.

The adjustment affects any worker or employer in the capital who must undergo pre-judicial conciliation: the operational capacity of the Labor Conciliation Center of Mexico City depends on the execution of these 6.3 million pesos, and the November 30 deadline leaves little margin for hiring and acquisitions before the close of the 2026 fiscal year.
