Sotoscueva announces open competitive examination for one administrative position C1

The City Council of Merindad de Sotoscueva has announced a selection process by competitive examination, open competition, to fill, on a permanent basis, a position of administrative officer of general administration, included in subgroup C1, included in the 2024 public employment offer. The call for applications and its rules, approved by decree of the Mayor’s Office of July 30, 2026, are published in the Official Bulletin of the Province of Burgos number 152, of August 13, 2026 (reference BOPBUR-2026-03391), and also provide for the creation of a job bank to meet temporary staffing needs.
The position comes from the 2024 public employment offer, approved by decree of the Mayor’s Office 2023-0205, of December 28, and published in the Official Bulletin of Castilla y León number 34, of February 26, 2024. The decree opening the call bears the signature of the mayor, José Luis Azcona del Hoyo, and the selection will be completed with a mandatory two-month probationary period before the definitive appointment as a career civil servant.
Requirements and submission of applications
To participate, it is necessary to meet the requirements of article 46.1 of Law 7/2005, of May 24, on the Civil Service of Castilla y León, and article 56.1 of the consolidated text of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015, of October 30):
- Have Spanish nationality (subject to the exceptions provided in article 57 of the Basic Statute of Public Employees) and functional capacity to perform the duties of the post.
- Be at least sixteen years old and not exceed the maximum compulsory retirement age, and not be subject to any cause of incapacity or disqualification for public employment.
- Hold the title of Bachiller, technician or equivalent, or be in a position to obtain it by the closing date of the application period.
Applications, using the form in Annex I, must be submitted to the municipal electronic registry or at the locations set out in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure, within twenty business days from the day following the publication of the announcement in the Official State Bulletin. The rules are published in full in the Official Bulletin of the Province of Burgos, in the Official Bulletin of Castilla y León, and on the municipal electronic office.
Two eliminatory exercises and collegiate selection board
The examination phase consists of two compulsory and eliminatory tests:
- First exercise (theoretical): multiple-choice questionnaire of 40 questions with four alternatives, to be completed in a maximum of one hour, worth up to 40 points, with a minimum of 25 to pass. Each correct answer adds 1 point, each incorrect answer subtracts 0.25 points, and blank answers do not score; 5 reserve questions are planned.
- Second exercise (practical): two practical case studies related to the syllabus in Annex II, lasting 60 minutes each and scored from 0 to 10 points; anyone who does not obtain at least 5 points in each case study is eliminated.
The selection board will be composed of a president, four members and their respective alternates, with a predominantly technical composition and a tendency towards parity. The order of performance will begin with applicants whose first surname begins with the letter “B”, in accordance with the resolution of 29 June 2026 of the State Secretariat for Public Administration (BOE number 161, of 3 July 2026).
Job pool for temporary needs
In addition to the permanent position, the rules create an employment pool with applicants who pass the tests but are not appointed, called in strict order of score:
- Appointment of interim civil servants for vacancies of the same scale, subscale and qualification.
- Substitutions due to sick leave, leaves or exemption with reservation of the post, in accordance with Article 10 of Royal Legislative Decree 5/2015.
- Temporary reinforcement of administrative staff, with temporary contracts of up to six months.
Justified refusal (due to being employed, medical leave, maternity or holding a representative office) does not imply leaving the pool, although it moves the applicant to the last position; acceptance of an offer must be communicated within a maximum of 24 hours. The pool shall be approved by resolution of the Mayor’s Office and published on the notice board and on the electronic office.
The call, which exhausts the administrative route, may be appealed by reconsideration before the Mayor’s Office within one month or before the Administrative Litigation Court of Burgos within two months. With this offer, the Burgos merindad reinforces its workforce with stable and regulated public employment, and offers non-selected applicants a preferential route for future temporary incorporations in rural areas.
