Soria definitively approves the water supply regulations

The Soria City Council has definitively approved the modification of articles 57, 94, 96, 97, and 98 of the Water Supply Regulations in Soria, after no objections were filed during the public information period. The decision, adopted by the Plenary in an extraordinary session on June 19, 2026, is published in the Official Gazette of the Province of Soria number 107, dated September 14, 2026, pages 3148 and 3149.

The modification affects all subscribers of the municipal water service and updates the system of deposits, the economic rights of the supplying entity, and the tariff modalities and fees. The agreement was signed on September 9, 2026, by the mayor, Javier Antón Cacho.

Deposits and payment guarantees

The new article 57 regulates the deposits that the subscriber must lodge with the supplying entity’s treasury to cover any debt derived from the supply. The maximum amount is calculated by multiplying the meter gauge in millimeters by the monthly service fee amount and by the billing period in months.

For supplies without an established service fee, the base amount is equivalent to 10 m³ of water according to the requested tariff.
For sporadic, temporary, or circumstantial supplies, the deposit may be increased up to five times the resulting amount.
For exceptional supplies without a meter, the base amount is set as the equivalent of 50 m³ of water.
When the supplying entity is not the City Council itself, it shall deposit the collected funds in the Depositary of the Soria City Council.

Economic rights and modalities

Article 94 limits the concepts that the supplying entity may charge for the supply of drinking water, without prejudice to any compensation covered by legislation. The permitted concepts are:

Fixed or service fee and variable or consumption fee.
Special surcharges, connection fees, and levies.
Deposits and specific services.
Meter maintenance fee.
Amortization fee for the Sinova Treatment Plant.

In accordance with article 21 of the Ordinance for the provision of the Sanitation service of the City of Soria, sanitation and purification tariffs shall be billed simultaneously with those for drinking water. Article 96 empowers the supplying entity, with authorization from the City Council, to establish tariff modalities among the types: domestic, commercial, industrial, official bodies, garden irrigation, swimming pools, fire networks, and other uses, with the aim of grouping similar uses under the same tariff.

Fixed and variable fees

Article 97 defines the fixed or service fee as the periodic amount paid by users for the availability of the service, regardless of its use. Article 98 regulates the variable or consumption fee, which is paid based on the consumption carried out through increasing block tariffs, with prices becoming higher as consumption increases.

The maximum number of consumption blocks is limited to four for domestic use, three for industrial or commercial use, and two for other modalities, with official bodies following the same criteria as domestic use.

Entry into force

Pursuant to Article 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, the amendment shall enter into force once fully published in the Official Gazette of the Province of Soria and after the period provided for in Article 65.2 of said law has elapsed. The new regulation provides greater legal certainty to the municipal water service and directly affects the billing of all subscribers in the city.
