Soria opens the application period for the 2027-2028 Provincial Plans for municipalities

The Provincial Council of Soria has published in the Official Gazette of the Province of Soria (number 100, of August 28, 2026, pages 2988 to 2998) the regulatory bases for the call for the Provincial Cooperation Plans 2027-2028. The deadline for submitting applications and documentation ends on October 31, 2026, and the call is also disseminated in the National Grants Database.
The purpose of the call is to regulate and promote the cooperation of the Provincial Council with the municipalities and Minor Local Entities of the province for the execution of works within the competence of the beneficiaries. The document, signed on August 24, 2026, by the 1st Vice President, Mª José Jiménez Las Heras, bears the official reference BOPSO-100-28082026.
Beneficiaries and scope
Beneficiaries may include municipalities in the province of Soria with a population of fewer than 20,000 inhabitants, as well as Minor Local Entities that hold delegated competencies. Exceptionally, applications from the Soria City Council for its neighborhoods of Las Casas, Oteruelos, Pedrajas, and Toledillo will be considered.
- City councils with fewer than 100 inhabitants may only request actions every two years, with the grant from each year accumulating.
- Those who were granted works in the 2026-2027 call may not apply in the present one.
- Minor Local Entities without delegated competence must channel their requests through their respective city councils.
Distribution criteria
The minimum grant to be assigned to each city council will be the sum of a fixed amount of 10,000.00 euros, plus 6,000.00 euros per population center (neighborhoods and/or Minor Local Entities, excluding the capital) and 35.00 euros per inhabitant of the municipality.
For Minor Local Entities, the fixed amount will be 10,000.00 euros for those with more than 250 inhabitants (with an organization of Mayor and four members) and 6,000.00 euros for the rest, plus 35.00 euros per inhabitant. The minimum subsidized work must have a budget of 15,000.00 euros.
Subsidizable works and municipal contribution
Requests may be made for the inclusion of minimum service works within municipal competence (water cycle, cemeteries, public lighting, paving and access to centers), other municipal services (town halls, socio-cultural centers, sports facilities, rehabilitation of buildings for rental housing, industrial estates, rural roads), and provincial roads.
The municipal contribution acts as an exclusionary requirement and varies according to the typology:
- Roads: 20% (maximum €100,000 per application, VAT included)
- Water cycle and industrial estates: 23%
- Network replacement with paving: 30%
- Cemeteries, lighting, paving, and rental housing: 40%
- Town halls, socio-cultural centers, sports facilities, and other works: 50%
For paving and buildings within historical complexes listed as BIC (Asset of Cultural Interest), the municipal contribution is reduced by 10%.
Deadlines and Processing
Applications shall be submitted electronically through the Planes Provinciales application of the vClient program, available at www.dipsoria.es. Late applications will be excluded, and those lacking documentation will have ten business days to rectify them.
- October 31, 2026: application deadline.
- April 30, 2027: request for the Provincial Council to handle contracting.
- August 1, 2027: submission of projects for works contracted by the Provincial Council.
- December 1, 2027: accreditation of the award.
- October 1, 2028: completion of works.
- November 1, 2028: justification of works.
The selection of projects and the approval of the Plan are the responsibility of the Provincial Plenary, which will publish the list of beneficiaries in the BOP, with a ten-day period for appeals. The call for applications affects all town councils in the province, thus constituting the primary funding route for local cooperation works for the next biennium.
