Sopelana has approved the study to merge plots 8 and 9 in the UE-7.1 area

The Local Government Board of the Sopelana City Council has initially approved the detailed study for the merger of plots 8 and 9 in area UE-7.1, promoted by the ATXABIZI, S. COOP. cooperative and written by the company Arkrea Servicios de Arquitectura SLP. The decision also entails the suspension of the granting of all approvals, permits, and licenses in that area for a maximum of one year. The agreement is numbered 2026/0312, adopted at the meeting of September 11, and was published in the Boletín Oficial de Bizkaia, issue number 182, on September 23, 2026, in section II.

The detailed study is an urban planning tool, and in this case, it serves to regulate the merger of plots: the two plots will be joined to create a single plot 8-9 in area UE-7.1. The Council has initially approved the study, and administrative procedures must now be completed before final approval is obtained. The agreement was signed by Mayor Guruzne Carrason Torrontegi in Sopela, on September 15, 2026.

Content of the Council agreement

The Local Government Board took three main decisions. The first was the initial approval of the study, based on the proposal submitted by the ATXABIZI, S. COOP. cooperative. The second was the suspension of the granting of all approvals, permits, and licenses in that area for a maximum of one year. The third was to notify the interested parties of the agreement and to put the study out for public information.

The main elements included in the agreement are:

• Promoter: ATXABIZI, S. COOP., with CIF number F-88922463.
• Technical document: Arkrea Servicios de Arquitectura SLP.
• Result: Plot 8-9 in area UE-7.1, merging plots 8 and 9.
• Report: The municipal architect’s report, notified to the interested parties along with the agreement.

Suspension of licenses and scope of effect

The suspension applies to the entire area of effect, that is, the area defined by the study itself. The measure will last for a maximum of one year, and during that period, the council cannot grant any approvals, permits, or licenses.

The decision has a direct effect on the owners and promoters in that area, as it halts works, parceling, and other interventions until the process is completed. The suspension is not permanent, but rather a measure linked to the processing of the study.

Public information and allegations

The study will be subject to a public information period of twenty business days. Citizens and interested parties may examine it and submit allegations during that period.

The announcement will be published in the Boletín Oficial de Bizkaia and also in one of the newspapers with the widest circulation in the Historical Territory of Bizkaia. The period will be counted from the last publication.

The decision has a direct effect on the owners and promoters of area UE-7.1: the fact that no licenses will be granted in the coming months delays works and parceling, and all projects remain pending the final approval of the study. Therefore, the public information periods carry great weight in determining the urban future of that area.
