Sopelana has called for the selection to fill the treasurer position

Sopela City Council has called for a selection process to fill a provisional treasury position and to create a job bank, through the bases approved by the Local Government Board (Junta de Gobierno Local) in its meeting on August 28. The call was published in the Official Gazette of Bizkaia (BOB) number 171, on September 8, 2026, with the CVE reference BOB-2026a171-(II-4680), and a summary of the call will also be published in the Official Gazette of the Basque Country.

The position is reserved for qualified Local Administration officials (Intervention-Treasury sub-scale), and the selection will be carried out through a concurso-oposición (competitive examination and merit) system. Applications must be submitted within a period of 10 business days, starting from the day following its publication in the BOB, primarily via electronic means at the portal https://sopela.convoca.online/.

Position Characteristics

The treasury position belongs to group A1, within the National Qualification (Habilitación Nacional) scale and the Intervention-Treasury sub-scale. It has the following characteristics:

• Destination supplement level: 28.
• Annual specific supplement: 44,193.66 euros.
• Language profile: 4 (Basque), with the mandatory date expired.
• Main functions: Those specified in Article 5 of Royal Decree 128/2018.

Requirements and Applications

Participants must have Spanish nationality, a university degree for subgroup A1, and Basque language profile 4 (or equivalent), according to Decree 19/2024. Those with language profile 3 may also participate, under the conditions of the call. The application may also be submitted at the Sopela City Council attention offices (Sabino Arana, s/n), and applicants must pay the examination rights fee.

Selection Process

The process is structured in two phases: the examination phase (oposición), worth 100 points and mandatory/eliminatory, and the merit phase (concurso), worth 30 points, which evaluates professional experience. At least 50 points must be obtained in the examination, and three incorrect answers for each question will subtract the value of one correct answer. In the merit phase, 0.40 points are awarded for each month spent in a Treasury position and 0.30 points in an Interventor position, among others.

Job Bank and Appointment

Once the selection is completed, a job bank will be composed at two levels, based on the Basque language profile: the first level with those having profile 4 and the second with those having profile 3. The bank may also be used in other local entities of the Historical Territory of Bizkaia and the Basque Country, provided it is verified that there are no candidates in the Basque Government’s job bank. The selected candidate will be proposed to the Provincial Council of Bizkaia for appointment as an interim official.

This call is of particular importance, as the treasury position is reserved for nationally qualified officials and requires Basque language profile 4, within the framework of Basque language normalization established by Decree 19/2024. The process began on September 8, and interested parties have a period of 10 business days to submit their applications.
