Sodebur grants 19 local development subsidies totaling 500,000 euros

The Board of Directors of Sodebur (Society for the Development of the Province of Burgos) has resolved to grant subsidies to 19 local development projects promoted by local entities of municipalities with fewer than 20,000 inhabitants in the province. The total expenditure amounts to 500,000.00 euros, charged to the allocation provided for this purpose in the provincial society’s budget. The final resolution, signed on September 14, 2026, by the President of the Board, Carlos Gallo Sarabia, is published in the Official Gazette of the Province of Burgos no. 182, of September 24, 2026, section V (Other official announcements), pages 65-68, with reference BOPBUR-2026-03984.

The agreement and its background

The resolution is issued under the public call for the granting of subsidies to associations, consortia, associations, and groupings of local entities of the province of Burgos with a population of fewer than 20,000 inhabitants, intended for the implementation of local development projects in 2026. The Board of Directors of Sodebur held its session on September 11, 2026, and acted in accordance with base 13.5 of the call, following the resolution proposal report Sodebur 004 (k)-26 issued by the technical team.

The grants are assigned in order of score, from highest to lowest, applying the valuation and tie-breaking criteria of bases 9.1 and 9.2. All admitted applications exceeded the minimum score of 3 points required in criterion 9.1.1, and the granting extends until the budget of the call is exhausted. The maximum subsidy percentage is 70% of the eligible budget and the maximum amount per project is 50,000.00 euros.

The 19 beneficiary projects

• Mancomunidad Raíces de Castilla: 59.00% — “Following the tracks of chacolí”, territorial revitalization through the historical wine heritage of northern Burgos.
• Mancomunidad Ribera del Río Ausín y Zona de San Pedro de Cardeña: 57.21% — digitalization and intelligent management of environmental services.
• Mancomunidad Encuentro de Caminos: 54.35% — local development project 2026-2027.
• Ayuntamiento de Mecerreyes: 70.00% — “Ecosabinares 2026 and 2027”, with Hortigüela, Covarrubias, Retuerta, Mamolar, Tejada, Ciruelos de Cervera, and Contreras.
• Mancomunidad Alta Sierra de Pinares: 64.00% — “The guardians of the Sierra de Pinares”.
• Ayuntamiento de Valdezate: 64.00% — “Trades, traditions, and customs in the Ribera”.
• Ayuntamiento de Pedrosa de Duero: 64.00% — “The pillars of wine in the Ribera del Duero”.
• Ayuntamiento de Gumiel de Mercado: 64.00% — “The heart of the Ribera del Duero”.
• Consorcio de la Vía Verde Santander Mediterráneo: 68.98% — “Virtual flight over the Santander-Mediterranean”.
• Entidad Local Menor de Bocos: 69.00% — “Merindades art and culture”.
• Ayuntamiento de Pedrosa de Río Úrbel: 68.75% — “A flight over the Úrbel river”.
• Ayuntamiento de Quintanavides: 59.00% — natural protection and firefighting.
• Ayuntamiento de Mambrillas de Lara: 69.00% — “Mobility and development in Tierra de Lara”.
• Asociación del Camino Olvidado a Santiago de las Merindades: 70.00% — improvement of accessibility of the Forgotten Way (Camino Olvidado) in Las Merindades.
• Mancomunidad Odra-Pisuerga: 70.00% — “Animal life in the Odra-Pisuerga region”.
• Ayuntamiento de Palacios de la Sierra: 70.00% — “E-Bici Pinares”, intermunicipal sustainable mobility network.
• Mancomunidad de Patria “Virgen de la Vega”: 63.88% — rehabilitation of building for a cycle tourism center.
• Ayuntamiento de Cubillo del Campo: 70.00% — promotion of energy transition in the Ausín region through energy communities.
• Ayuntamiento de Modúbar de la Emparedada: 70.00% — firefighting water reservoir.

Dismissed appeal and excluded applications

The agreement expressly dismisses the appeal submitted by the Ayuntamiento de Melgar de Fernamental against the initial resolution Sodebur 004 (j)-26, in accordance with technical report Sodebur 004 (k)-26. Additionally, seven applications are excluded for contravening the terms of the call:

• Asociación para la Reserva Geológica de Las Loras (application 5).
• Ayuntamiento de Santa María de Mercadillo (application 17).
• Junta Vecinal de Humienta (application 18).
• Ayuntamiento de Barbadillo del Pez (application 20).
• Ayuntamiento de Melgar de Fernamental (application 22).
• Mancomunidad Valle del Río Riaza (application 26).

The reasons alleged are the failure to meet the requirement to be a beneficiary under section 4.1.1, that the project is subject to a subsidy according to sections 3.5 and 5, the express dismissal of the application, operating outside the territory covered by the call, and failing to reach the minimum score required in section 9.1.1.

Funding and next steps

The total amount of 500,000.00 euros will be paid from the economic allocation provided for this purpose in the Sodebur budget. In the event of withdrawal by any of the beneficiaries, and as provided for in section 6.4, the released funds will be available to the next application on the waiting list. The resolution orders that beneficiaries be informed through the means set out in the guidelines and that the phases of acceptance, execution, and justification begin in accordance with the call.

The decision closes the distribution of the 2026 call and concentrates the provincial company’s investment effort on supra-municipal projects: associations of municipalities, consortiums, minor local entities, and groupings of city councils that combine populations to access funds that they would hardly achieve on their own. For the small municipalities of the province, the published resolution represents the confirmation of funding already committed and the formal start of the execution and justification deadlines for each action.
