Socuéllamos submits the new IBI ordinance for 2027 to public consultation

The Socuéllamos City Council has opened for public review the new complete wording of Fiscal Ordinance No. 2, the regulation that determines the tax quota of the Real Estate Tax (IBI) with consolidated text for 2027. The provisional agreement was adopted by the Corporation’s Plenary in the session of September 29, 2026, and the announcement is published in the Official Gazette of the Province of Ciudad Real, number 190, of October 2, 2026, under announcement number 3165 (page 9285).

The public exhibition is processed in accordance with article 17.2 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which requires modifications to fiscal ordinances to be submitted for public information before their final approval. In this case, it is not a matter of partial adjustments: the file consists of the comprehensive modification of the ordinance through the approval of a new complete wording.

The text affects all owners of real estate in the municipality, as the ordinance establishes the necessary elements to calculate the tax quota to be levied in the 2027 fiscal year. The announcement is signed by the mayor María Concepción Arenas Mulet in Socuéllamos, on September 30, 2026, and the gazette is signed by the Head of Section of the B.O.P., Juan Luis Cuadros Campo, on October 1, 2026.

Deadlines, office, and appeals body

The announcement details the conditions for challenging the modification before it is definitively approved:

• Public exhibition and claims submission period: thirty business days starting from the day following the date of publication of the announcement in the Official Gazette of the Province of Ciudad Real.
• Submission office: Secretariat of the Most Excellent City Council.
• Body before which claims are filed: City Council Plenary.
• Standing: the interested parties referred to in article 18 of Royal Legislative Decree 2/2004, of March 5.

A plenary with several open files

The ordinary session of September 29, 2026, was not limited to the IBI. The same Plenary initially approved two budget modification files, open for claims for fifteen business days (announcement number 3164, page 9284):

• File No. 15/2026, via credit supplement, for the amount of 251,500.00 euros.
• File No. 16/2026, via credit supplement, for the amount of 12,000.00 euros.

In the same batch of agreements, the City Council initially approved the modification of the Municipal Roads Ordinance, with 30 business days of public exhibition (announcement number 3166, page 9286), and definitively approved the regulatory ordinance for sustainable mobility with personal mobility vehicles in the urban center (page 9260).

What is decided with this regulation

The IBI (Property Tax) ordinance is the instrument that translates the cadastral value of each property into the annual fee paid by owners; therefore, its complete wording determines the 2027 tax bills. As this is a provisional approval, the text can still be corrected if any of the allegations submitted within the deadline are successful.

For the property owners of Socuéllamos, the open period is the only formal window to lodge an appeal before the ordinance is definitively approved and becomes applicable to the next fiscal year.
