Seville approves its 2026 Public Employment Offer with 318 positions

The Governing Board of the City of Seville has approved the 2026 Public Employment Offer of the Most Excellent City Council of Seville, which provides for a total of 318 positions: 245 for open competition and 73 for internal promotion. The agreement, adopted in a session held on September 11, 2026, is published in the Official Gazette of the Province of Seville number 180, dated September 16, 2026 (official reference BOP-SE-2026-180015).

The offer is processed through File 601/2026, instructed by the Selection, Recruitment, and Human Resources Management Service, and was proposed by the Deputy Mayor for the Area of Public Safety and Human Resources using the powers conferred by Mayor’s Resolution number 921, of September 30, 2024. The document is signed by Albina García González, Head of the Selection, Recruitment, and Human Resources Management Service.

Regulatory Framework

The approval is based on articles 91 and 127.1.h) of Law 7/1985, of April 1, regulating the Bases of Local Regime; article 70 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee; and article 91 of Law 5/2023, of June 7, of the Public Service of Andalusia. The agreement will be sent to the General State Administration and the Regional Government of Andalusia, in accordance with articles 127 and 129.3 of Royal Legislative Decree 781/1986, of April 18.

Most In-Demand Positions

Security and emergency services concentrate the bulk of the open competition offer:

• Local Police: 100 positions (open competition).
• Firefighter: 46 positions (open competition).
• Laborer: 29 positions (open competition).
• Administrative Assistant: 22 positions (open competition).

Regarding internal promotion, promotions in the Local Police and Firefighting scales stand out, with 18 Officer positions, 2 Inspector positions, 2 Sub-inspector positions, and 2 Principal Intendant positions, in addition to 8 Firefighter Sub-inspector positions and 2 Crew Chief positions.

Distribution by Scales and Categories

The offer covers General Administration, Special Administration, and Labor Personnel, with technical and management positions:

• General Administration: General Administration Technician (7), Administrative Assistant (2), Administrative Aide (22), and IT Analyst (5).
• Specialized Administration: Lawyer, Psychologist, Veterinarian, Architect, Industrial Engineer, Social Educator, Social Worker, Technical Architect, Technical Industrial and Agricultural Engineer, Programmer Analyst, Programmer, and IT Specialist.
• Special Assignments: Music Band Teacher (clarinet, double bass, oboe, saxophone, and trombone) and Cultural Management.
• Labor Staff: Printing Press Manager, Foreman, Gardening Foreman, First-Class Tradesman (glazier, shutter carpenter, driver, crematorium oven), Porter’s Assistant, Gravedigger’s Assistant, Security and Information Assistant, and Laborer.

Deadlines and Appeals

The agreement is final in administrative proceedings. An appeal for reversal (recurso de reposición) may be optionally filed within one month from the day following publication, or a contentious-administrative appeal may be filed directly within two months, in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure.

The publication of this offer paves the way for the calling of selection processes that will affect thousands of applicants and the filling of essential positions for municipal public services, from citizen security and firefighting to the administrative and cultural management of the city.
