Social Services allows billing for October and November in contracted nursing homes

The Social Services Management of Castilla y León will allow entities holding contracted centers to invoice the months of October and November in 2026 within the first payment period, an extraordinary measure aimed at speeding up the collection of payments for services provided. The decision is detailed in the Resolution of September 14, 2026, published in the Official Gazette of Castilla y León (BOCYL) No. 181, of September 17, 2026, with reference BOCYL-D-17092026-181-22. This extension is optional for the entities signing the contracts.

The framework for this measure is the tenth stipulation of the Contracts for the reservation and occupation of places in social services centers, signed under Decree 12/1997, of January 30, which regulates concerted action regarding the reservation and occupation of places in social services centers for elderly people and people with disabilities. The issuing body is the Social Services Management, attached to the Department of Health and Social Welfare of the Regional Government of Castilla y León.

Two billing periods and one exception for 2026

The current system provides for two billing periods. The first is paid month by month and, according to the contract extension currently in force, covers January to September. The second comprises the remaining three months and is settled with a single invoice submitted in January of the following year.

The resolution introduces an exception for 2026: given the exceptional circumstances and in order to expedite the payment of contracted services, the payment of the amounts corresponding to October and November is planned within the current fiscal year. The measure applies to contracts signed under Decree 12/1997.

Requirements and deadlines to apply

The holding entity that chooses to invoice October and November in the first period must:

  • Expressly communicate that it accepts the modification of the clause relating to the payment of the contract for 2026.
  • Send the documentation to the Social Services Management, through the Territorial Management of the corresponding province.
  • Do so within the first ten calendar days, counting from the day following the publication of the resolution in the BOCYL.
  • Provide, for each of the months of October and November, the monthly statement with the incidents relating to the beneficiaries.
  • Present the invoice with the description of the object and all legally required requirements, with special reference to Value Added Tax (VAT), stating the taxable base, rate and quota or, where applicable, the exemption.

Once the documentation and the communication of acceptance have been received in accordance, the Social Services Management will pay the corresponding amounts via bank transfer.

December invoice and appeal process

For the remaining billing period of 2026, the holding entity shall submit, within the first ten calendar days of January 2027, the invoice for the month of December accompanied by the monthly statement.

The resolution shall enter into force on the day following its publication in the Official Gazette of Castilla y León. Against it, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed within one month before the President of the Board of Directors of the Social Services Management, in accordance with Article 121 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The document was signed in Valladolid on September 14, 2026, by the Social Services Manager, acting on behalf of the Vice-Minister of Social Welfare (Order SAN/590/2026, of June 25), María Esperanza Vázquez Boyero.

The measure affects the treasury of the entities that manage contracted places for elderly people and people with disabilities in Castilla y León, which may collect two monthly payments before the end of the year instead of waiting until January 2027. The advance is voluntary, requires written acceptance of the contractual modification, and compliance with a ten-calendar-day schedule; therefore, interested entities have a very tight margin to formalize their request.
