Social Services extends the deadline for development cooperation grants

The Department of Social Services, Family and Childhood has extended the deadline for submitting applications for the 2026 grants for international development cooperation projects and programs until 15:59:59 hours on September 21, 2026. The decision was adopted through the Resolution of September 17, 2026, and is a response to the IT incidents recorded for several hours on the business day of September 15 on the electronic processing platform. The agreement is published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10454, of September 18, 2026, with references DOGV-C-2026-29505 (resolution) and DOGV-C-2026-29546 (extract).
The original call was approved by the Resolution of August 7, 2026, published in DOGV No. 10434, of August 21, 2026 (extract with reference DOGV-C-2026-27207 and BDNS 923781). Section eight of Annex II established a deadline of twenty business days from the day following the publication of the extract, meaning the expiration was imminent when the technical failures occurred. The extension was agreed upon before the expiration of the initial deadline and applies generally to all interested entities.
The incidents of September 15
According to the official text, the technical problems occurred “for several hours of the business day of September 15” on the electronic processing platform enabled for the submission of applications. In certain cases, they caused the loss of previously recorded and unsubmitted information, hindering the ordinary operation of the system and the correct formalization of the applications.
The resolution also invokes the “relevance and technical complexity” of the documentation required in this call and the proximity of the deadline closure as additional reasons for the extension.
Legal basis and scope of the measure
The extension is supported by Article 32 of Law 39/2015, of October 1, on common administrative procedure, which allows for the granting of an extension of deadlines, either ex officio or at the request of the interested parties, not exceeding half of the original period. Its declared objectives are:
- To guarantee the effective exercise of the right of entities to submit their applications.
- To ensure equal opportunities in access to the call.
- To enable submission with the proper technical guarantees.
- To allow the provision of the necessary support to resolve the detected incidents.
According to the text itself, the agreement does not entail any infringement of the rights or legitimate interests of third parties. Pursuant to Article 32.3 of Law 39/2015, agreements to extend deadlines are not subject to appeal, without prejudice to any appeal that may be filed against the resolution that ends the procedure.
The affected call
The grants are awarded on a competitive basis and are financed through budget allocation G0116.0302.134A00, with subsidy lines S0378, S2046, and S2091 in Chapter IV and S0272 in Chapter VII of the Generalitat budgets for 2025, extended for 2026 by Decree 204/2025, of December 26. The total amount is 38,040,000 euros, of which 31,240,000 euros are allocated to current expenses and 6,800,000 euros to capital expenses.
The planned modalities are:
- Modality A: comprehensive multi-year programs.
- Modality B: international development cooperation projects.
- Modality C: technical cooperation and triangular cooperation projects.
- Modality D: specific actions.
- Modality E: identification actions in Mauritania and Senegal.
Non-governmental development organizations (NGOs), United Nations agencies and their national committees, and non-profit entities that meet the requirements of the seventh clause may apply. Each entity may submit a maximum of two applications, extendable to three if one is implemented in a country with a Human Development Index lower than 0.600 points.
The resolution is signed by Pedro Carceller Icardo, Director General of Inclusion and Development Cooperation, by delegation granted through the Resolution of May 27, 2026; the extract is signed by the Minister Elena Albalat Aguilella.
Impact for entities
The extension provides three additional days of leeway for entities applying to a call endowed with more than 38 million euros and whose processing is exclusively electronic. The extra margin allows for the recovery of information lost during the system failure and the completion of the required documentation, preventing a technical problem beyond the applicants’ control from resulting in exclusion from the call.
